FD2030-21-00064 Amendment to SPRTA121Q0008 cancels the solicitation in its entirety. Exception is taken to this requirement FD2030-21-00064 solicitation SPRTA1-21-Q-00008 of the synopsis publicizing IAW with FAR part 5.202(a)(13), exception: (i) Is for an amount not expected to exceed the simplified acquisition threshold (ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE. (iii) Permits the public to respond to the solicitation electronically. Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized. Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Beta Sam, and the offerors will be able to respond electronically. --FY21 Advance Requirement. History: Previously purchased from Tactair Fluid Controls Inc on purchase order, SPRTA119P0091 awarded on 23 Aug 2019 14. The Items, Estimated Quantities and Required Deliveries are as Follows: L/I 0001: cylinder Assembly, A. Item description and function: 42 inches long X 14.5 inches wide X 7.3 inches high, weighing 43.0 lbs., composed of aluminum, steel, and rubber. The tandem Aileron Booster Actuator is a hydraulic actuator that the aileron surface. Applicable to the B-52 and C-130 aircraft. Destination: SW3211. The current required quantity is 5 ea. However, the required quantity may change therefore contractor shall provide proposed prices to the following ranges. If the quantity ranges provided in this solicitation do not provide the best pricing option then the contractor shall submit quantity ranges that yield the best prices to the Government based the Min quantity of 1 ea and Max quantity of 8 ea. See clause 52.207-4. The quantity of this solicitation will be re-evaluated upon receipt of the contractor s proposal. Delivery Schedule: On or Before 407 Days ARO Contract. 15. Mandatory Language: The current qualified source is Tactair Fluid Controls Inc (Cage: 70236). Authority: 10 U.S.C. 2304(c)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. Based on market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to contact the Ombudsman at (405)855-3556.
