Solicitation Amendment FA481926QA0610003: The purpose of this amendment is to clarify the Government's response to Question 10 in the Consolidated Questiosn and Answers (Q&A) document: 1. Clarification to Q&A #10: The Government clarifies that quotes submitted by any qualified small business will be evaluated strictly in accordance with the evaluation criteria set forth in Section D. Subcontracting remains permissible in accordance with SOW Section 3.2 and is subject to the Limitations on Subcontracting (FAR 52.219-14). 2. Attachment Update: The previoulsy posted Consolidated Q&A document is hereby removed and replaced with the updated Consolidated Quastions and Answers document attached. 3. Deadline: The quote submission deadline remains 7 September 2026 at 09:00 AM CST. All other terms, conditions, and provisions of the solicitation remain unchanged. Solicitation Amendment FA481926QA0610002: The purpose of this amendment is to incorporate and attach the consolidated Questions and Answers (Q&A) document. Solicitation Amendment FA481926QA0610001: The purpose of this amendment is to make the following changes: Wage Determination Update: Attachment 7, Wage Determination Revision 33, dated 30 July 2026, is hereby removed and replaced with Attachment 7, Wage Determination 2015-4559, Revision 34, dated 17 August 2026, which is attached and incorporated herein. Removal of Technical Submission Requirement: The requirement stated in section C, Instructions to Offerors, paragraph (2) Volume 2 Technical Approach, subparagraph a. Qualifications and Certifications is hereby deleted in its entirety. Offerors are no longer required to provide written proof of manufacturer-approved installer status. Removal of Evaluation Criterion: The evaluation factor stated in section D, Evaluation Criteria, paragraph (b) Evaluation Process, Step 1: Technical Acceptability, item 1. Qualifications and Certifications is hereby deleted in its entirety. All other terms and conditions of the document remain the same. The contractor shall accomplish the complete removal and disposal of existing flooring, prep all surfaces, and install new flooring in designated offices of the AFNORTH building located on Tyndall Air Force Base, FL, in accordance with the attached Statement of Work (SOW). The successful offeror must complete all work within 90 calendar days from the date of contract award. Effective 18 January 2023, all carpet procurement and installation services at Air Force CONUS installations must comply with the Mandatory Air Force Carpet II Program. Contractors (Tier II) must contact one of the seven (7) awarded Tier I Carpet Manufacturers to obtain material quotes using the Air Force Carpet Program Ordering Guide. This program strictly governs modular carpet tiles, roll goods, walk-off tiles, and approved adhesives. The physical installation will be managed and executed by local contractors. Contractor mark-ups or profit are not allowable on the actual material costs purchased via the Tier I contracts; therefore, the proposal submission must break down costs utilizing the mandatory CLIN structure outlined in the solicitation package. A site visit is scheduled for 19 August 2026 at 10:00 AM CST at the AFNORTH building. While attendance is not mandatory, it is highly recommended. For Personnel WITHOUT Base Access: Please arrive at the Tyndall Air Force Base Visitor s Center no later than 09:30 AM CST on the day of the site visit. Please email candace.robinson.1@us.af.mil and shawna.morris.2@us.af.mil the completed Attachment 9 Base Access Request EAL form no later than 18 August 2026 at 12:00 PM CST to ensure accurate accounting of personnel. For Personnel WITH Base Access: Please meet no later than 09:45 AM CST at the gazebo located on the north side of the AFNORTH building. Important Deadlines: Site Visit: Scheduled for 19 August 2026 at 10:00 AM CST at the AFNORTH building. Questions Due: Technical and administrative inquiries must be submitted no later than 21 August 2026 at 1:00 PM CST. Questions received after this cutoff will not be answered. All questions and answers will be consolidated and publicly posted to SAM.gov. Quotes Due: Final proposal packages must be submitted to candace.robinson.1@us.af.mil and shawna.morris.2@us.af.mil by 7 September 2026 no later than 09:00 AM CST. All interested parties are encouraged to review the attached solicitation and SOW and respond accordingly.
