Description

The Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, MD intends on issuing a solicitation for the services necessary to provide security support for the F-35 Joint Strike Fighter (JSF), Joint Program Office (JPO). F-35 JSF JPO security efforts include providing advice and services regarding programmatic security measures that deny unauthorized access to F-35 facilities, equipment, and resources, and protect personnel, information, and property from damage and/or loss of technology. Security support services encompass the management and control of controlled unclassified information (CUI), collateral/general service (GENSER) information, special access program (SAP) information, North Atlantic Treaty Organization (NATO) information, Critical Nuclear Weapons Design Information (CNWDI), Restrict Data and Formal Restricted Data, and Sensitive Compartmented Information (SCI) across multiple security disciplines. Security support disciplines consist of, but are not limited to, General Security (GENSEC), Industrial Security (INDUSEC), Information Security (INFOSEC), Personnel Security (PERSEC), and Physical Security (PHYSEC). The contractor shall be responsible for a full range of services as outlined in the Draft PWS, Attachment 1. Based on the results of the market reserch and the sources sought posted on 22 September 2025, this requirement will be competed on a Full and Open, Unrestricted basis. The Government intends to award a single award, Indefinite Delivery Indefinite Quantity (IDIQ) Contract that allows for Firm-Fixed Price orders with some Cost CLINs. The anticipated ordering period will be five (5) years. Industry's review and feedback on the provided draft solicitation is highly desirable and appreciated. Questions and Feedback Comments and questions on the draft solicitation are welcomed and should be submitted directly to Joy McBride at joy.a.mcbride2.civ@us.navy.mil. No Phone calls will be accepted. The Government may or may not respond to contractor comments and questions, however, it is the intent of the Government to incorporate responses to contractor comments and questions in the updates to the solicitation which will be the official request for offer. Solicitations will occur through the PIEE system. CONTROLLED UNCLASSIFIED INFORMATION (CUI). Certain attachments associated with this draft solicitation contain Controlled Unclassified Information (CUI). The documents/attachments marked as "CUI" within Section J will be released within Sam.Gov. Prior access granted under any previous notice does not carry over and vendors must submit a new request for access.
