Description

DESCRIPTION of WORK The Department of the Air Force, 434th Contracting Flight (434 CONF) at Grissom Air Reserve Base (ARB), Indiana, is soliciting proposals for a Single-Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Project CTGB 26-1000, Sustain Exteriors. The contractor shall provide all management, labor, tools, equipment, and materials necessary to execute multi-trade exterior facility sustainment base-wide. The core technical requirements are highly interdependent and include three primary disciplines: Masonry Sustainment: Brick replacement (Grissom and Venetian blends), tuckpointing, mortar joint repair, faux limestone concrete brick replacements, wall expansion joint repairs, and window perimeter caulking. Exterior Painting: Surface preparation (power washing, sanding, rust removal, and priming) and paint/coatings application on exterior doors, window metal trim, overhead doors, metal panels, and miscellaneous exterior woodwork. Gutter and Downspout Repair: Cleaning, joint-sealing (surface and built-in systems), patching, downspout additions/support brackets, releveling, and downspout raises. Project Milestones & Period of Performance: Contract Term: One (1) Base Year with up to four (4) additional 365-day Government Option Periods (Total ordering period up to 5 years). Task Order Performance: Individual task orders will specify performance periods, typically requiring work to begin within 14 calendar days and be completed within 90 calendar days from the Notice to Proceed (NTP). Note: In accordance with FAR 52.232-18 (Availability of Funds), funds are not presently available for this effort. No award will be made under this solicitation until O&M funds are formally certified. The Government reserves the right to cancel this solicitation before or after the closing date without obligation or reimbursement. Offerors must strictly adhere to the following schedule: Solicitation Release: August 14, 2026 Organized Site Visit: August 25, 2026, at 10:00 AM EDT. Location: Grissom Air Reserve Base, Indiana. Access: Offerors must coordinate base access in advance using the Grissom DBIDS procedures outlined in the solicitation packages. Deadline for Contractor Questions: August 28, 2026, at 10:00 AM EDT. Submission: Submit all technical and administrative questions via email directly to the Contracting Officer. Solicitation Close (Proposal Due Date): September 4, 2026, at 10:00 AM EDT. Acceptance Period: Offerors must agree to a minimum proposal acceptance period of 270 calendar days to facilitate technical evaluations and FY26/FY27 funding coordination.
