Description

1. INTRODUCTION & PURPOSE This is a Sources Sought Notice / Request for Information (RFI) . This notice is issued solely for market research and planning purposes and does not constitute a solicitation. The 109th Airlift Wing (Stratton Air National Guard Base, Scotia, NY) is seeking to identify qualified, responsible business concerns specifically small businesses capable of procuring and installing a new OEM engine for a Government-furnished Kubota SVL90-2 Compact Track Loader. The equipment is currently in a disassembled state following a "runaway" event that rendered the previous engine non-repairable. 2. SCOPE OF REQUIREMENT The Contractor shall provide all personnel, equipment, supplies, and other non-personal services necessary to return the SVL90-2 to a fully mission-capable status. This includes, but is not limited to: Initial Inspection: Perform an inventory and inspection of the disassembled equipment and all Government-furnished loose parts to ensure a complete set for reassembly. Engine & Component Procurement: Procure the following new, OEM parts: Engine: One (1) Kubota Part # 1J542-00001 / REPL ENG V38CRT (or exact equivalent). MAF Sensor: One (1) Kubota Part # 1J520-10700. Assembly Indicator: One (1) Kubota Part # 15126-11090. Air Filters: One (1) inner (Part # 55231-26150) and one (1) outer (Part # 59700-26112). Gaskets & Hardware: Any additional OEM hardware required for a complete installation. Installation & Testing: Install the new engine and all associated components, service the engine with manufacturer-specified fluids, and perform a full operational test under load to ensure mission readiness. See attached PWS for any furthur details. 3. CRITICAL CONSTRAINTS Interested sources must be able to comply with the following two requirements: Kubota Authorization: To preserve the new engine's 1-year manufacturer warranty, all installation work must be performed by a licensed, factory-authorized Kubota dealer or certified service center. Geographic Limitation: The place of performance shall be the Contractor's facility. The facility must be located within a 50-mile radius of Stratton Air National Guard Base (Scotia, NY), as this is the maximum distance the Government will transport the equipment. 4. SUBMISSION REQUIREMENTS Interested sources must submit a capability statement (not to exceed 4 pages) demonstrating their ability to meet all requirements. Submissions must include: Company Information: Company Name, Address, UEI Number, CAGE Code, and Point of Contact information. Socio-Economic Status: Specify small business status (e.g., Small Business, HUBZone, SDVOSB, WOSB, 8(a)). Kubota Authorization Certificate: Written proof confirming the firm is an active, factory-authorized Kubota dealer/service provider. Geographic Confirmation: A statement confirming the company's service facility is located within the 50-mile radius of Stratton ANGB. Brief Capability Narrative: A summary of similar heavy equipment engine replacement services completed within the last three years. 5. DISCLAIMER This notice is issued solely for information and planning purposes. The Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, IFB or RFP, if any is issued.
