NOTICE OF INTENT TO SOLE SOURCE Solicitation Number: W9127N26QA126 Project Title: SF6 Breaker Operating Mechanism Rebuild Contract NAICS Code: 334513 Instruments and Related Products Manufacturing (Size Standard: 750 Employees) Product Service Code (PSC): J059 Maintenance, Repair, and Rebuilding of Equipment: Electrical and Electronic Equipment 1.0 Special Notice Details The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to solicit and award a sole-source, Firm-Fixed-Price (FFP) commercial supply contract for the factory rebuild of one (1) breaker operating mechanism for a Main Unit SF6 Generator Circuit Breaker, with the option to include the rebuilding of a second breaker operating mechanism, depending on availability of funds for the Bonneville Lock and Dam to: Nexus Power Solution LLC 2139 S WEST TEMPLE, SOUTH SALT LAKE, UTAH 84115 A competitive solicitation package will not be posted to SAM.gov. 2.0 Technical & Market Research Justification The HMB Breaker Operating Mechanism is a highly specialized piece of electrical utility equipment proprietary to the Original Equipment Manufacturer (OEM), Hitachi Energy USA Inc. Proper overhaul requires specialized factory tooling, proprietary engineering specifications, and certified testing apparatuses only available at the OEM's manufacturing facility to restore the unit. Nexus Power Solution LLC is the sole authorized regional sales and commercial representative with the exclusive authority to facilitate factory overhauls for this location. Consequently, no other vendor is reasonably available to satisfy this specialized requirement. 3.0 Response Instructions THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to supply the required services meeting the government s need in this area. If no affirmative written responses are received by 5:00 PM PDT on 18 August 2026, the solicitation will be made directly to Nexus Power Solution Inc . Oral communications are not acceptable in response to this notice. A determination by the Government not to solicit this action on the System for Award Management (SAM.gov) is solely within the discretion of the Government, IAW RFO FAR 6.103-1(b). The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice. 4.0 Submission Requirements Interested organizations must submit their response via email to the Contracting points of contact listed below.
