***Posting of the Abstract of Offers***Amendment 0002 is issued to revise the Period of Performance end date from September 30, 2026 to April 14, 2026, provide the site visit attendees for the site visit that occurred on September 10, 2025 at 10:00 AM (Eastern) and to provide the Requests for Information received with Government Responses. Reference the following pages for further details.***Amendment 0001 is issued to provide information for an organized site visit to the project site. The information is located in the Instructions to Offerors section of the solicitation document. Reference the following pages for further details.*** The U.S. Army Corps of Engineers (USACE) Detroit District has a requirement for grounds maintenance services at the Clinton River Confined Disposal Facility (CDF). (i) This is a combined synopsis/solicitation for a commercial service prepared in accordance with FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is being provided. (ii) The solicitation number is W911XK25QA022. The solicitation is being issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05 dated August 07, 2025, and Defense Federal Acquisition Regulation Supplement (DFARS) Change Notice (DCN) dated January 17, 2025. This action is subject to any changes to the Federal Acquisition Regulation (FAR) and the DFARS prior to establishment of this date. (iv) This procurement is being solicited as a total small business set aside. It is being procured as Firm-Fixed Price (FFP) contract under FAR Part 12, Acquisition of Commercial Products and Commercial Services and FAR Part 13, Simplified Acquisition Procedures. The associated NAICS code is 561730 ? Landscaping Services, small business size standard of $9.5 million in average annual receipts. The PSC code is S208 ? Housekeeping-Landscaping/Groundskeeping. (v) One (1) job line-item is included for the contract services contained in the solicitation. (vi) Work is for maintenance at the Clinton River Confined Disposal Facility (CDF). The Clinton River CDF features significant overgrowth of large trees, brush, and other vegetation. Maintenance must be conducted at the site to keep the CDF functional. Work is expected to include tree cutting, topping, and vegetation removal. (vii) The completion date for work is October 1, 2026. (viii) Basis of Award: Award shall be made to the lowest priced bidder who is found to be responsive and responsible. See FAR Subpart 9.1, Responsible Prospective Contractors (ix) Customary commercial practices for warranty requirements are applicable for this acquisition. (x) The Offeror shall submit an electronic quote. All quotation information must be in the English language and priced in U.S. dollars. The Government reserves the right to seek clarification on any aspect of the offeror?s quote. (xi) Quotes for this requirement are due on September 25, 2025 at 2:00 PM (Eastern). Quotes shall be submitted through the PIEE Solicitation Module as identified in the RFQ. (xii) To assure timely processing of quotes, Offerors must follow the instructions contained within the solicitation. Offerors are required to meet all solicitation requirements. Failure to include all required information may cause the quote to be considered non-responsive and not considered further for award.
