Description

The U.S. Army Corps of Engineers, New England District is issuing a Request for Proposal (RFP) for an unrestricted two-step Best Value/Trade-off (BVTO) design/build procurement for Design and Construction of the NC3 Acquisition Management Facility at Hanscom AFB, MA. The NAICS code for the work described below is 236220 with a size standard of $45M. The estimated cost range is between $25M to $100M. Award is anticipated in the summer of 2026 with an expected duration of approximately 32 months. The completed NC3 facility includes the following scope:? Design and construction of a new Logistics Readiness Squadron (LRS) Warehouse Supply and Equipment Facility, a one-story building consisting of offices, high-bay storage, warehouse, logistics areas, and a chemical storage Hazmat area. This design and construction effort is being solicited under a separate solicitation and should be awarded soon.? Demolition of Buildings 1110 and 1152 at Hanscom AFB, located within the footprint of the new NC3 Acquisition Management Facility.? Design and construction of a new building to serve as the NC3 Acquisitions Management Facility. The facility will include private offices, open workstation areas, conference rooms, communication test laboratory, break areas, and other support areas such as mechanical and electrical rooms, communication rooms, elevators, and restrooms.? The NC3 facility will be divided into secure and unsecure areas. The secure area on each floor shall be certified as separate secure areas in accordance with the requirements for ICD/ICS 705 Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities (SCIF) and UFC 4-010-05 Sensitive Compartmented Information Facilities Planning Design and Construction. The secure areas shall also meet requirements in CNSSAM TEMPTEST/1-13.? An existing below-grade utility tunnel connected to existing Building 1102 shall be maintained and will connect to a mechanical room in the basement of the new NC3 facility. A new one-story pedestrian connector between the new NC3 facility and Building 1102 shall be constructed directly above the existing utility tunnel. Existing site electrical, water, sewer, gas, telecom, and drainage are available in the vicinity of each new building and shall be connected to the new buildings. Phase 1 RFIs should be submitted through ProjNet no later than 7 July 2025.
