Description

1. DESCRIPTION The Naval Sea Systems Command (NAVSEA) intends to issue a Full and Open Competitive Solicitation (N00024-26-R-5246) for the development, production, integration, testing, fielding, and lifecycle sustainment of the U.S. Navy Electronic Chart Display and Information System (ECDIS) Hardware and Software. This procurement supports PEO IWS 6.0 Navigation Program requirements for both surface and subsurface platforms. The resultant contract will provide continued production and sustainment of Navy ECDIS Hardware and Software. Hardware Scope: Includes production, sustainment, integration, assembly, and testing. Software Scope: Includes maintenance, modification, upgrades, integration, testing, and delivery of ECDIS software products. These software scope activities will be provided as level-of-effort tasks under Government oversight, with technical support from the Navy ECDIS Systems Engineering and Integration Agent, NSWC Philadelphia, PA. Award is anticipated in Q4 FY27 and will be made to the Offeror whose proposal represents the Best Value to the Government in accordance with FAR 15.101?1. The planned contract structure includes one base year with four one?year option periods, beginning in FY27. Deliveries are anticipated to be FOB Destination. 2. BACKGROUND The Navy ECDIS is fielded on all U.S. Navy ships and submarines as the Navy s primary navigation plotting system. It integrates inputs from multiple sensors to provide accurate ship positioning and ensure safe navigation. Historically, these requirements were fulfilled under two separate contracts: Software development: N00024?18?C?5216 Hardware production: N64498?21?G?4003 This solicitation consolidates both into a single competitive procurement. 3. SUBMISSION INSTRUCTIONS A Draft Request for Proposal (RFP) will be made available no later than 31 July 2026 and will be provided to all interested parties who request access per the instructions in the attached ECDIS DRAFT Solicitation Document Access form. Industry feedback is strongly encouraged and will be considered during preparation of the final RFP. The Government intends to require electronic proposal submission exclusively through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module at https://piee.eb.mil. Offerors are strongly encouraged to ensure their organization has an active PIEE account and that the Proposal Manager role is approved prior to the Final RFP release. A vendor registration guide for obtaining access to the PIEE Solicitation Module is posted at: https://dodprocurementtoolbox.com/site-pages/solicitation-module. 4. Access Control Notice While the Draft RFP and the Final RFP will be available to all interested parties on SAM.gov, access to the controlled Final RFP attachments and the Government s Offeror s Library will be restricted. Only those business entities formally identifying and bidding as a Prime Contractor will be granted access to these controlled RFP attachments and the Government s Offeror s Library. Subcontractors and lower-tier vendors must obtain any controlled Final RFP attachments or access to the library directly through their respective prospective Prime Contractor. 5. It does not obligate the Government to award a contract or authorize negotiations. No entitlement to payment of direct or indirect costs will arise from responses to this announcement. All industry comments and questions submitted in response to this notice may be treated as public information and may be posted on SAM.gov. The Government does not commit to responding to comments or questions. Any revisions to RFP documents based on industry feedback remain solely at the Government s discretion.
