Description
2 September 2026: This notice has been updated to include the NSSL Phase 3 Lane 1 Industry Day Briefing --------------------------------------------------------------------------------------- This is an Industry Day announcement. The Phase 3 Lane 1 Industry Day will cover the details and timeline for on-ramping additional Launch Service Providers (LSPs), as well as the details and timelines for the upcoming Launch Service Task Orders (LSTOs) that will be competed amongst LSPs that have been awarded a Lane 1 Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. A. NSSL Phase 3 Lane 1 Overview The United States Space Force (USSF) Space Systems Command, National Security Space Launch (NSSL) Program task is to deliver national security space capability to the warfighter to deter/defeat the pacing challenge. The NSSL Phase 3 Lane 1 approach to meet this task is to provide space access to the integrated space architecture at affordable prices. Phase 3 Lane 1 consists of multiple award IDIQ contracts with an Authority-to-Proceed (ATP)-to-Fiscal Year 2029 (FY29) ordering period, and a single five-year option. Lane 1 launch services will be procured via LSTOs. Lane 1 provides awardees who can meet a subset of the NSSL requirements, the opportunity to compete for ~22 missions via annual task order competitions. The NSSL program has implemented a tiered mission assurance approach that inherently accepts a higher risk to mission success to address mission specific needs. The NSSL Phase 3 Industry Day will also introduce the market research initiative for the future acquisition following Phase 3. B. NSSL Phase 3 Lane 1 Industry Day SSC/SYD 80 will host a Phase 3 Lane 1 Industry Day on 26 August 2026 at the Los Angeles Air Force Base in El Segundo, CA. In-person attendance is required for this event. The purpose of the event is to provide details and timeline for the Lane 1 IDIQ on-ramp, provide details and timelines for the upcoming LSTOs, and provide mission briefings from the NRO, SDN, and SDA on upcoming LSTOs. Phase 3 Lane 1 Industry Day, starting at 0800 PDT on 26 August 2026, will include a general session open to all participants. It will also include a manifest discussion and the opportunity for individual one-on-one sessions with companies that submit a request. If necessary, one-on-one sessions may also be conducted on the following day, 27 August 2026. During the one-on-one sessions, the Program Office intends to discuss curated questions, and answer questions the LSPs may have regarding the upcoming IDIQ on-ramp, projected manifest, and future missions (excluding those missions/LSTOs currently in source selection), the DD254, and Future Procurements Market Research. Registration is required for Industry Day attendance. Participation is in-person only. Attendees are limited to 5 individuals per company. Interested parties must fill out and submit Attachment 1, NSSL Participant Request Form, no later than 1300 PT on 05 Aug 2026. Invitations and instructions for attendees will be provided after registration. For potential Phase 3 Lane 1 LSPs who wish to request a one-on-one session, please annotate such in Attachment 1. The Government will work with you to schedule your one-on-one session. The Government will only consider one-on-one discussions with potential or current Phase 3 Lane 1 LSPs. These companies support the program office by performing technical reviews, systems engineering and integration analyses, cost estimation, and other advisory services. Participation in this industry day and one-on-one discussions constitutes consent to disclosure of information to these companies, which are required to provide equal protection to non-public information.
