Description
Solicitation Amendment #1 This solicitation is being reopened because the Government is currently unable to determine price reasonableness based on the initial submissions. To ensure fair competition and allow the Government to establish a fair and reasonable price, the solicitation window is officially reopened. Additionally, the Statement of Work (SOW) has been updated to incorporate a revised Period of Performance (POP). All interested vendors, including previous offerors and new respondents, are invited to re-evaluate their proposal and submit a revised quotation. PURPOSE OF AMENDMENT This amendment is issued to: Reopen the Solicitation Submission Window: Extend the submission window to allow all interested vendors the opportunity to review, re-evaluate, and resubmit their quotations. Request Revised Quotations: Invite all vendors to submit revised pricing and technical quotations based on the updated SOW. Incorporate Revised POP: Formally incorporate the updated POP into the SOW. 1. REQUEST FOR REVISED QUOTATIONS Because price reasonableness could not be determined from the initial quotes received, the Government is encouraging offerors to re-evaluate their pricing to ensure their submissions represent competitive, fair, and reasonable terms. This is your opportunity to revise your pricing and/or technical approach, failure to submit a Revised Quotation may result in the Government's inability to determine the vendor's price to be fair and reasonable. The new closing date for this solicitation is Friday, September 25th, 2026, 10:00AM EST. Proposals must be received by this deadline to be considered. 2. UPDATED SOW: The Statement of Work (SOW) has been updated to reflect the Government's revised operational schedule. Offerors must ensure their revised quotations align with the revised POP detailed in the updated SOW: Revised POP Start Date: 28 September 2026 Revised POP End Date: 21 October 2026 3.. ALL OTHER TERMS AND CONDITIONS Unless otherwise specified, all other terms and conditions of the solicitation remain unchanged. If a previous proposal was submitted by the first closing window and no response or revised proposal is received from the bidder on this amendment, the original proposal will be deemed final and binding and evaluated as-is. It is the sole responsibility of the interested party to monitor the solicitation for all modifications. CGC Vincent Danz Dive Services This synopsis/ solicitation is issued pursuant to FAR 13.106-1(b), and the resultant purchase order will be awarded on a firm-fixed price basis using simplified acquisition procedures in accordance with FAR 13. This requirement is of an unusual and compelling urgency in accordance with FAR 13.106-1(b)(1). The services are necessary to complete essential repairs to return vessel to full mission capability and therefore ensure mission readiness. Delay in award would result in unacceptable risk to government operations. This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) Number 52000QR260028354. This procurement will be processed in accordance with FAR Part 12. The North American Industry Classification System (NAICS) is 336611. The small business size standard is 1300. This is a total small business set aside; all responsible small business sources may submit quotations that will be considered. This synopsis/solicitation is issued pursuant to FAR 13.106-1(b), and the resultant purchase order will be awarded on a firm-fixed price basis using simplified acquisition procedures in accordance with FAR 13. THE UNITED STATED COAST GUARD SURFACE FORCE LOGISTICS CENTER REQUEST THE CONTRACTORS TO PROVIDE PRICING FOR THE FOLLOWING REQUIREMENT: The contractor shall provide divers to support technical repair services on the CGC Vincent Danz A. REQUIREMENT: 1. See attached SOW. 2. Location of Performance CGC VINCENT DANZ Naval Base Guam Santa Rita, Guam 96915 3. Required Period of Performance Upon contract award, the Contractor shall contact the CGC VINCENT DANZ Point of Contact (POC) within two (2) business days to coordinate and confirm final performance dates. Once a start date is set and the Contractor is prepared to conduct services, the actual period of performance shall not exceed a total of two (2) days. All work shall fall within the window of availability between 21 September 2026 and 21 October 2026, with all services completed no later than (NLT) 21 October 2026. Interested Vendors shall provide product/service details, Product Data Sheet, and cost breakdown IAW SOW for technical review. Vendors shall provide a detailed cost breakdown to include all the specifications to be reviewed by a technical rep. NOTE: The USCG/Government reserves the right to Award on an All or None Basis, i.e., the Government may issue a Purchase Order (PO) to the offeror that submits the lowest aggregate price, rather than issue a PO to each offeror based on the lowest quotation on each item. As stated below, the provision at FAR 52.212-2- Evaluation-Commercial Products and Commercial Services-applies with the following addenda: Award of a contract will be based on the following criteria: The purchase order will be awarded as a firm-fixed price contract using simplified acquisition procedures in accordance with FAR Part 13. 1. Please provide any warranty information. 2. Vendors MUST have an active registration in www.sam.gov The USCG/Government intends to award a purchase order resulting from this synopsis/solicitation to the responsible contractor whose quote conforms to the solicitation and is most advantageous and the best value to the Government, price and other factors considered. The Government will utilize the simplified evaluation procedures outlined in FAR 13.106-2. Please Note: Interested Offerors having the expertise as required are invited to submit a Firm Fixed Price quotation that will be considered by the agency. Quotations must be submitted on company letterhead stationery and must include the following information: (1) Cost Breakdown (2) Unit Cost (3) Extended Price (4) Total Price (5) Payment Terms (6) Discount offered for prompt payment (7) Company Unique Entity ID (UEI) and Cage Code. Quotes must be received no later than 25 September 2026 at 10:00 A.M. Eastern Standard Time.
