ALQ-249 Next Generation Jammer (NGJ) and Advanced Electronic Warfare (EW)

The Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, California (CA) intends to award a sole source contract based on Federal Acquisition Regulation (FAR) 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The intended source is Raytheon Company to procure systems and software engineering services for the full life cycle of the ALQ-249 Next Generation Jammer (NGJ) and Advanced Electronic Warfare (EW) subsystem. This source sought synopsis is being issued to provide potential offerors the opportunity to provide capability statements with respect to the requirements described below. The major requirement for this effort is for engineering and test support services for the ALQ-249 NGJ currently in deployment for the Navy EA-18G aircraft. The contract scope will include domestic, foreign military sales (FMS), and domestic/foreign cooperative development efforts. The proposed contract will provide for Continuous Integration Delivery & Deployment (CIDD) software support for NGJ pod and Integration including requirements analysis, design, development, integration, testing, training and tools related to and in support of ALQ-99, ALQ-249, NGJ Low Band (NGJ-LB) and advanced Electronic Warfare (EW) initiatives. Raytheon, as the sole designer, developer, original equipment manufacturer (OEM), and supplier of the NGJ-MB for the Navy EA-18G aircraft, possesses the unique capability and expertise to satisfy the minimum needs of the Government. Consequently, only Raytheon can ensure interoperability between software and hardware systems due to the ongoing changes, upgrades, and system enhancements that are being made under existing contracts. Raytheon is the incumbent on the current contract N6893621D0009. Performance of the work required under this prospective contract requires a Facility Clearance to the level of Top Secret. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response, which shall be considered by the agency.
