Description

Notice of Intent to Award a Sole Source Procurement The United States Space Force, 30th Contracting Squadron (30 CONS), Vandenberg SFB, CA intends to issue a sole-source, firm-fixed-price purchase order to The Escal Institute of Advanced Technologies, Inc. (dba SANS) for the procurement of twelve (12) SANS Long Courses Vouchers, and twelve (12) GIAC Test Bundle Vouchers in support of the 630th Cyberspace Squadron (630 CYS). The applicable North American Industry Classification System (NAICS) code for this acquisition is 611420, Computer Training, with a small business size standard of $16 Million. The applicable Product Service Code (PSC) is U012 - Education/Training Information Technology/Telecommunications Training. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of RFO FAR 8.405-6(a)(1)(i)(B), as this equipment is proprietary to The Escal Institute of Advanced Technologies, Inc. (dba SANS), the Original Equipment Manufacturer (OEM) and sole design authority. This authority is supported by an approved Limited Sources Justification. THIS NOTICE OF INTENT IS NOT A SOLICITATION, REQUEST FOR PROPOSAL, OR A REQUEST FOR QUOTATION. A solicitation package will NOT be issued, and requests for copies of a solicitation will not be honored or acknowledged. However, the Government will consider all responses received within 7 days of the publication of this notice. Firms who want to challenge the sole-source determination must submit an interest letter that clearly demonstrates their firm's ability to provide a Form, Fit, and Function (FFF) equivalent supply that meets all original OEM specifications without requiring reverse-engineering or causing unacceptable mission delays. Information received in response to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement in the future is in the best interest of the Government. All information submitted should support the offeror's capability to provide the supplies required and shall be furnished at no cost or obligation to the Government. The 30th Contracting Squadron will not reimburse any costs connected with providing capability information. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. Responses and questions must be in writing and shall be received via email referencing PR Number F4D1F46062AW02 to at christian.franco.7@spaceforce.mil and christopher.hummel.6@spaceforce.mil no later than 23 June 2026, 12:00 p.m. (PDT).
