THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. THE PURPOSE OF THIS ANNOUNCEMENT IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED CONCERNS DOING WORK UNDER NAICS 237990. ANY POTENTIAL COMPETITIVE SOLICITATION(S) THAT MAY PROCEED FROM THIS NOTICE WILL BE POSTED TO FEDBIZOPPS. ALL INTERESTED OFFERORS WILL HAVE THE OPPORTUNITY TO RESPOND TO A SOLICITATION ANNOUNCEMENT AT A LATER TIME IF AND WHEN A SOLICITATION IS ISSUED. The proposed project is for the construction of Crossovers work 1. Description of project: Rockaway Contract 3 The East Rockaway Inlet to Rockaway Inlet (or Rockaway ) project area is in the Borough of Queens, New York City. The Atlantic Oceanfront shoreline, which is a peninsula approximately 10 miles in length, generally referred to as the Rockaways, separates the Atlantic Ocean from Jamaica Bay immediately to the north. This project, Rockaway Contract 3, includes the following: nine elevated, timber, pedestrian crossover structures that will provide ADA access to the beach, sand fence and dune vegetation will be added to the localized areas of the ADA structures. The nine ADA elevated timber crossovers are located at Beach 147th, 142nd, 135th, 131st, 67th, 44th, 17th, 13th and 11th streets. The span of the truss deck is approximately 44 feet over the crest of the dune and has landward and seaward ramps varying in length. There are also options for aluminum railings & hand rails and reinforced plastic lumber decking, as well as options to remove 19 timber groins. The contract construction range of magnitude is $10 - $25 million with options. Award is projected in September/October 2026. Estimated project duration is 18 months. 2. Responses to this sources sought will be used by the Government to make an appropriate procurement decision. All firms (large or small business) should respond to the project if they are interested in performing it. 3. The North American Industry Classification System (NAICS) code is 237990 (Other Heavy and Civil Engineering Construction). The Small Business Size standard is $45,000,000. 4. Business Characteristics 1) Please provide the name of your business or joint venture, address, point of contact name, phone, fax number, and email address. 2) Please provide a CAGE Code and DUNS Number for the business. 3) What is your bonding capacity per contract? What is your total bonding capacity? 4) Is your company a small or large business as defined by the SBA? Are you classified as HUB Zone Small Business, SBA certified 8(a) Small Disadvantaged Business, Service-Disabled Veteran Owned Small Business, Small Business, or as a Large Business? Answer the same questions for any planned subcontractors. 5) Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture? Experience 6) What is the largest elevated, timber, pedestrian crossover on which you were the prime contractor? 7) Have you worked on any projects on Rockaway, Queens, NY? How have you dealt with the limitations to transportation and vehicular access? 8) Have you performed dune crossovers contracts on the Atlantic Coast of the United States? If so, please provide a list and description of at least 3 contracts of similar size, magnitude, and complexity. Description shall include size, cost, technical qualifications of staff, any customer feedback received, and a narrative of any complexities encountered. Equipment 1) What type of equipment do you forecast using? Please include any pumps, dozers, hauling equipment, pile drivers, extractors, vibratory hammers etc. 2) What is the capacity per day of that equipment? Capacity 3) What capacity will you have to perform this work in the next 3 years? 4) When would be the earliest you could mobilize to perform this work? 5) Do you foresee any problems with the construction duration as indicated above? 6) What percentage of the work would you expect to subcontract?
