Description
This solicitation has been amended, and the following changes have been made: Restructured Scope and Introduced Optional Service: The scope of work has been fundamentally restructured. The service for Friday, September 11, 2026, is now defined as an "Optional School Shuttle Service" under an OPTION CLIN. The Saturday, September 12 service is now the "Primary Public Shuttle Service." Added Option Exercise Terms: Section 2.10 has been added to detail the terms for the new optional Friday service. The Government must provide written notice to exercise this option by August 22, 2026, and will provide the final school list and schedule by September 1, 2026. Removed Parking Negotiation Requirement: The previous requirement for the contractor to negotiate for 1,000 parking spaces (formerly Section 1.1.1) has been removed. Specified Potential Schools and Vetting Standards: A specific list of potential participating schools for the optional Friday service has been added (Section 2.10.6). It is also now clarified that only standard base access vetting is required for drivers performing these duties. Updated Performance and Deliverable Tables: The Service Summary (Section 12) and Contract Data Requirements List (CDRL) (Section 13) have been updated to reflect the new optional service structure and align with the revised PWS sections. Extended the solicitation due date from 05 August 2026, to 10 August 2026, 2:00 PM HST The 766 Enterprise Sourcing Squadron at Joint Base Pearl Harbor-Hickam, HI is issuing a Request for Quote (RFQ) to procure non-personal, turnkey event coordination and logistical support services for the Wings of Aloha 2026 Open House, scheduled for 11 September 2026 12 September 2026. The primary day for public transportation is 12 September 2026. The successful contractor shall provide all personnel, equipment, materials, supervision, and other items necessary to perform comprehensive event support as defined in the attached Performance Work Statement (PWS). The requirement is comprised of two main logistical efforts: Bus Transportation & Route Management: Provide ten (10) motorcoach buses to transport event attendees to/from designated parking locations. Eight (8) buses must have a minimum capacity of 50 passengers each, with at least five (5) being ADA-compliant. These will service the primary route from the Navy Exchange Parking Lot (Blue Lot) and 37 Vandenberg Blvd, Joint Base Pearl Harbor-Hickam, HI, 96815. Two (2) buses must have a minimum capacity of 44 passengers, to be held on standby for surge or emergency use. The contractor will be responsible for developing a final route plan, providing dispatchers at all loading/unloading zones, and ensuring a bus is always available at the event loading zone. Event Sanitation Services: Provide, install, and manage event sanitation facilities at Hickam Airfield. This includes thirty (30) portable toilets, with two (2) being ADA-compliant, and five (5) adjacent handwashing stations. Units are to be installed by Thursday, 10 September 2026, serviced as required, and removed by 1900L on Saturday, 12 September 2026. Key Performance Details Performance Period: The primary performance window is from 10 September 2026 (setup) through 12 September 2026 (event conclusion and teardown). Base Access & Vetting: All contractor and subcontractor personnel requiring base access must be vetted through the 647th Security Forces Squadron. The contractor is required to submit a personnel list (including full name, DOB, driver's license number, and SSN) for processing no later than 11 August 2026. Deliverables: The contractor shall provide several key documents with their quote (due 5 Aug 2026) and upon award, including a Quote, Bus Route Plan, Sanitation Plan, Quality Assurance Plan, a list of vehicles, and proof of insurance. Final versions of most plans are due within 5 calendar days of award.
