Description

AMENDMENT 01 CLARIFICATION OF GEOGRAPHIC CONSTRAINTS & EXTENSION OF RESPONSE WINDOW The purpose of this amendment is to revise the technical requirements of the original Sources Sought Notice to clarify a critical, bona fide operational necessity and to extend the response deadline. 1. REVISED REQUIREMENT STRICT GEOGRAPHIC PROXIMITY: Based on a review of mission essential requirements, the Government has determined that a strict geographic and response-time constraint is mandatory for this requirement. To support Air Force Research Laboratory (AFRL) Space Warfare (RJ) & Information & Spectrum Warfare (RF) Directorates, the contractor must be capable of fulfilling the following operational standard: Response Time: The contractor must provide qualified personnel on-site at Kirtland AFB within the specified times below of initial dispatch notification, 24 hours a day, 7 days a week, 365 days a year. Priority 1 (Emergency): On-site arrival within four (4) hours (100% compliance threshold). Priority 2 (Urgent): On-site arrival within eight (8) hours (100% compliance threshold). Priority 3 (Routine): Responded to and scheduled within twenty-four (24) hours (95% compliance threshold). Mandatory Local Presence: Offerors must maintain an active office, branch, or dedicated cadre of locally based, OEM-certified technicians residing within 60 miles of the Albuquerque, NM metropolitan area to ensure rapid physical mobilization to the installation. Upon official notification of a service request by the Government, the Contractor shall physically arrive on-site or initiate remote troubleshooting within a maximum of four (4) hours. The Government recognizes that the Contractor may manage concurrent service queues. The 4-hour response window is inclusive of any internal triaging or active queue delays. Note: Respondents must explicitly address their capability to meet this physical proximity and response-time standard in their capability statement. 2. RESPONSE DEADLINE EXTENSION: To allow all interested and capable sources sufficient time to review this revised requirement, the deadline for submission of capability statements is hereby extended: Previous Deadline: September 16, 2026 at 5:00pm America/Denver (Mountain Time) NEW Extended Deadline: September 24, 2026 at 5:00pm America/Denver (Mountain Time) 3. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED. Interested firms who are registered in SAM.gov and meet the geographic criteria outlined above are highly encouraged to submit their capability statements in accordance with the original submission instructions before the new deadline.
