Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The U.S. Coast Guard intends to award a sole-source purchase order using the procedures at FAR 12.102(a), as it has been deemed that only one source is available to meet this specific requirement due to the contractor being the Original Equipment Manufacturer (OEM) and retains exclusive proprietary rights to the technical data, diagnostic software algorithms, factory-authorized calibration procedures, and specialized tooling required to perform and certify the required services. These proprietary resources are necessary to diagnose faults, resolve system errors, and verify instrument accuracy in accordance with OEM standards. The Government is not aware of any other commercial source with the required access, authorization, and capability to satisfy this requirement. Therefore, Safran Electronics & Defense Avionics is the only source currently available to meet the Government s needs. This purchase order is intended to be awarded to Safran Electronics & Defense Avionics, USA LLC for the calibration services of 01 SFIM Tester (Actuator and Trim Field Test Set), Part Number (P/N): 418-65037-004. The requirements document in the form of a Statement of Work is attached to this notice. This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by August 31st, 2026, at 1000 CST.
