Description

Revolutionary FAR Overhaul (RFO) Invitation for Bids (IFB) Set-Aside for Small Businesses NAICS Code: 238990 - All Other Specialty Trade Contractors The Massachusetts National Guard intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Construction of ADAL PL3 Fenceline and Security Systems Integration (Project AXQD232700) at Barnes Air National Guard Base, Westfield, MA. The work includes the installation of approximately 820 LF of new 8H chain-link fencing, repairing/retrofitting approximately 70 LF of existing fencing, installing two (2) ABA-compliant pedestrian gates, four (4) bi-directional turnstiles (and integrating one existing), installing one (1) new single cantilever sliding gate (and integrating two existing), and routing all required underground power/communications conduits to the base infrastructure. The contract duration will be 180 calendar days after notice to proceed to include inspection and punch list. This project is set aside 100% for Small Businesses. The North American Industry Classification System (NAICS) Code is 238990, with a small business size standard of $19,000,000. The magnitude of construction is between $300,000 and $600,000.The tentative date for issuing the solicitation is on-or-about August 24, 2026. The tentative date for the pre-bid conference is on-or-about September 1, 2026, 2:00 PM local time, location to be provided in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by August 27, 2026 via email to the Contracting Officer. The bid opening date is tentatively planned for on-or-about September 24, 2026. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the System for Award Management (SAM). To register go to SAM.gov. Instructions for registering are on the website (there is no fee for registration). The solicitation and associated information will be available only from the Contract Opportunities page at SAM.gov. The solicitation will be available on PIEE Solicitation Module and SAM.gov. Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractors 85 percent subcontract amount that cannot be exceeded. In accordance with RFO FAR 36.101-4, the following information is provided: There are no agency-specific policies or procedures that apply to the definitization of equitable adjustments for change orders under construction contracts. Advantor Systems security equipment, active system components, and system software are sole source/brand name specific for compatibility with existing base-wide installation monitoring systems (the formal Brand Name Limited Competition Request (LCR) will be included with the solicitation package).In addition to the base work described above (CLIN 0001: Physical Security Barrier and Infrastructure Routing), the solicitation will include the following option line item:1.CLIN 0002: Option Advantor Security System Integration: This Option CLIN covers the specialized electronic security system (ESS) package. Under this option, the contractor is required to sub-contract the procurement, installation, programming, integration, and commissioning of active cameras, dual-factor access control systems, and associated field panels directly to Advantor Systems as a sole-source manufacturer/integrator to achieve certified PL3 security standards in connection with the Base Defense Operations Center (BDOC).
