This amendment revises the PWS to clarify the on-demand service model, updates the response times, and requires offerors to submit pricing assumptions in Volume III. Solicitation Information Solicitation Number: N6817126QN047 Notice Type: Combined Synopsis/Solicitation for Commercial Services (Request for Quotation) Posted Date: June 2, 2026 Response Date: June 29, 2026, at 2:00 PM Central European Time (CET) 2. Classification Product Service Code (PSC): M1PZ - Operation of Other Non-Building Facilities NAICS Code: 488330 - Navigational Services to Shipping 3. Description of Requirement The Naval Support Activity, Naples Detachment (NSAND) in Gaeta, Italy, is seeking a contractor to provide all necessary personnel, equipment, and supervision for the 24/7 on-call operation (opening and closing) of the Port Security Barrier (PSB) Main and Side Gates. Key requirements include: Responding to notifications and being on-site within one (1) hour. Providing a registered, seaworthy tugboat capable of operating in winds up to 45 knots. Ensuring personnel hold the required Italian boating licenses and that an English-speaking manager is available on-call. 4. Place and Period of Performance Place of Performance: Naval Support Activity, Naples Detachment (NSAND), Gaeta, Italy. Period of Performance: The contract will include a base year of 12 months, four (4) 12-month option years, and a potential 6-month extension, for a total possible duration of 66 months. 5. Set-Aside and Eligibility This acquisition is not set-aside for small business concerns. Offerors must have an active registration in the System for Award Management (SAM.gov) to be eligible for award. 6. Submission and Evaluation Quotations must be submitted in three separate volumes: Technical Capability, Past Performance, and Price (in Euros). See attached SF 1449 AND Amendment 0001 for additional details. The Government will award a single Firm-Fixed-Price contract to the offeror responsible whose quote is most advantageous, considering technical capability, past performance, and price. 7.
