Description

The USDA Food Safety and Inspection Service (FSIS) on behalf of the USDA Agriculture Research Service intends to award a firm-fixed price purchase order on a sole source basis to American Society of Agricultural and Biological Engineers (ASABE) (2950 Niles Road, St. Joseph, MI 49085) for the procurement of a subscription to the ASABE Online Technical Library. Statutory Authority This purchase is being conducted under the authority of FAR 12. The FSIS has determined that ASABE is the only source reasonably available to satisfy this requirement because the ASABE Technical Library is the unique, proprietary, comprehensive digital database maintained by the American Society of Agricultural and Biological Engineers (ASABE). It serves as the leading resource for professionals, researchers, and students in the fields of agricultural, food, and biological systems engineering. The platform hosts over 40,000 documents covering cutting-edge research, industry standards, and educational materials. The online collection includes all journal articles from volume one forward and other publication categories from 2001 to current. including journals, standards, meeting and conference papers, textbooks, and monographs published in both print and web format. ASABE is the copyright holder to the content of its Technical Library. This notice of intent is not a request for competitive proposals. It s a synopsis for informational purposes only. However, any responsible source that believes it can meet this requirement may submit a capability statement, which shall be considered by the agency. Responses must include: 1. Company Name and CAGE Code. 2. Technical description of how the proposed alternative meets all requirements listed above. Responses will be used to determine if a competitive procurement is necessary, at the discretion of the Contracting Officer.
