Recurring Kitchen Deep Cleaning Services Washington DC VA Medical Center (DCVAMC) NAICS: 561720 Janitorial Services THIS IS NOT A SOLICITATION 1. Purpose The Department of Veterans Affairs (VA), Strategic Acquisition Office (SAO East), is issuing this Request for Information (RFI) to identify qualified and capable sources for recurring kitchen deep cleaning services, performed twice per month (24 service visits per year) for the Nutrition and Food Service (NFS) kitchen(s) at the Washington DC VA Medical Center (DCVAMC), 50 Irving Street NW, Washington, DC 20422. This RFI is strictly for market research and does not obligate the Government to award a contract. 2. Background DCVAMC requires comprehensive, recurring deep cleaning to maintain a clean, sanitary, and inspection ready kitchen environment that reduces grease buildup, protects food preparation areas, and supports compliance with health and sanitation standards (including readiness for routine health department and Joint Commission inspections). Services will be scheduled approximately every two weeks and performed during off hours to minimize disruption. 3. Anticipated Requirements & Required Capabilities Respondents should demonstrate the ability to perform turn key twice monthly deep cleaning services covering, at a minimum, the tasks and standards below: 3.1 Task Coverage Tile Floor Degreasing & Deep Cleaning: Use food safe, non corrosive, EPA registered solutions; commercial grade scrubbers/rotary machines; special attention to grout lines, corners/edges, and accessible areas beneath equipment. Stainless Steel Cleaning & Polishing: Thorough detailing and polishing of accessible stainless surfaces (countertops, workstations, shelving exteriors, sinks), including equipment legs/frames/casters and under/around prep areas. Sanitization & High Touch Points: Sanitize food prep surfaces with appropriate EPA registered solutions; clean baseboards/corners, doors, kick plates, handles, switches; perform trash removal and detail accessible hard to reach areas. 3.2 Explicit Exclusions Interiors of stainless cabinets, dishwashers, ovens, and freezers are excluded from this recurring scope; they may be requested separately under additional authorization/pricing. 3.3 Equipment & Materials Contractor furnishes all equipment, cleaning solutions/degreasers (food safe, EPA registered), mops/brushes/towels/polishing consumables; provide SDS to COR prior to first visit and upon changes. No Government furnished equipment. 3.4 Scheduling & Service Windows Frequency: Twice per month (24 visits/year); scheduled at ~two week intervals. Coordination: Schedule each visit with COR at least 5 business days in advance; adjust dates that conflict with Federal holidays or kitchen operations within the same cycle. Service Hours: Off hours or as designated by COR to avoid meal service. 3.5 Quality Control & Inspection Maintain a Quality Control Program; COR inspects after each visit. Contractor corrects deficiencies within 24 hours at no additional cost; repeated failures may result in contract action. Provide a service completion checklist after each visit. 3.6 Safety & Compliance Comply with applicable OSHA (29 CFR Parts 1910 and 1926), DCVAMC infection control, fire safety, and security requirements; use EPA registered chemicals suitable for food contact surfaces; place wet floor signs during/after floor cleaning. Complete an ICRA (Infection Control Risk Assessment) approved by Infection Control before starting the initial service; ensure all personnel meet VA facility access/badging requirements. 3.7 Personnel & Labor Standards Provide sufficient trained personnel in commercial kitchen cleaning, food safe chemical handling, and healthcare protocols; designate an on site supervisor/team lead each visit. Personnel are subject to applicable SCA Wage Determination requirements for the Washington, DC area. 3.8 Period of Performance (Anticipated) One Year. Final POP date will be set at award; this RFI is to assess market capabilities and pricing insights only. 4. Requested Information from Vendors Please submit a capability package that includes: Company Information: Name; UEI; socio economic status under NAICS 561720; primary POC (name, title, phone, email). Capabilities & Approach: Narrative describing how you will meet sections 3.1 3.7, including equipment/chemicals (EPA registered products), staffing/training, quality control, safety/infection control procedures (ICRA), and scheduling. Past Performance: Up to three (3) relevant projects for recurring commercial kitchen deep cleaning in healthcare or similar high compliance environments, including scope, frequency, locations, contract values, and COR/POC contact details. Contract Vehicles: Any VA relevant vehicles (e.g., IDIQs) or other vehicles through which services could be ordered. Rough Order of Magnitude (ROM) Pricing (Non Binding): Monthly price for twice per month visits (Base Year assumption). Any assumptions (hours, crew size, equipment). Optional prompt payment or volume discounts. (ROM is for budgeting/market research only and will not be evaluated as a proposal.) Site Access & Badging: Confirmation of ability to meet VA access/badging and background investigation requirements for all personnel. 5.
