PRE-SOLICITATION NOTICE: INTENT TO AWARD A SOLE-SOURCE CONTRACT Action: Elevator Modernization at Taylorsville Lake, Taylorsville, Kentucky 1. General Description of the Business Opportunity The U.S. Army Engineer District (USACE), Louisville, intends to award a firm-fixed-price, sole-source contract for the complete modernization of the elevator located in the control tower at Taylorsville Lake, Taylorsville, Kentucky. The scope of work includes furnishing all personnel, labor, equipment, supplies, and materials necessary to replace and upgrade the elevator's critical electrical and mechanical components. This includes, but is not limited to, the controller, hoist machine motor, governor, and all related parts. With a period of performance of 365 days from the notice to proceed. 2. Justification for Noncompetitive Action Competition for this requirement is not anticipated. This notice serves to announce the Government's intent to award on a noncompetitive basis in accordance with the authority of Revolutionary FAR Overhaul (RFO) 6.103-1, as only one responsible source is available to meet the agency's needs. The justification for this action is as follows: Unique Expertise and Original Installation: Sole Sourced company installed the original elevator at the Taylorsville Lake dam. They possess exclusive, specialized knowledge of the elevator's unique configuration and direct access to its legacy components, which are now obsolete. Past Performance and Risk Mitigation: Previous attempts to award this requirement under full and open competition were unsuccessful. An awarded contract in 2025 had to be terminated for convenience after the awardee determined they could not perform the work, causing significant project delays. Continuity and Safety: The use of any other contractor would require substantial redesign, compromise safety, and result in further unacceptable delays and increased costs to the Government. The elevator is critical for the safe and timely maintenance of essential dam machinery. 3. Responsible Source Statement All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 4. Submission Information Any responses to this notice must be submitted to the Contracting Specialist Marcie Billotto, Submissions must be received within 15 calendar days from the date of this notice's publication.
