PUBLIC ANNOUNCEMENT OF INTENT TO AWARD ON A SOLE SOURCE BASIS TO INTERNATIONAL CODE COUNCIL, INC. Notice of Intent to Award a Sole Source Contract The Naval Facilities Engineering Systems Command (NAVFAC) Atlantic announces its intention to award a sole source contract to INTERNATIONAL CODE COUNCIL, INC., located at 500 New Jersey Ave NW FL 6., DC, 20001-2070. This contract is for a one-year term and includes the commercial purchase of the following services: Three on-line, self-paced training courses covering the 2024 International Building Code (IBC) Significant Changes (Building Planning, Building Envelope and Construction Materials, and Accessibility) for 350 students. Justification for Sole Source This sole source acquisition is pursued under the authority of FAR 13.106-1(b)(1), as International Code Council, Inc. (ICC) is the only responsible source capable of providing the services that will satisfy the agency's requirements. The ICC is the sole developer, publisher, and owner of the International Building Code (IBC) and the exclusive provider of the official ICC certification for the 2024 IBC Significant Changes training. This notice is for informational purposes and is not a request for competitive quotes. NAICS Code: 611430 (Professional and Management Development Training) SBA Size Standard: $15.0 million Instructions for Interested Parties While this is not a solicitation for competitive bids or proposals, any interested party that believes it can meet the above requirements may submit a statement of capabilities. This statement must be submitted in writing and provide clear and convincing evidence that competition would be advantageous to the Government. Please note the following: The Government will not reimburse any costs associated with the preparation and submission of data in response to this notice. A determination by the Government not to compete this requirement based on responses to this notice is solely at the discretion of the Contracting Officer. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. If no written responses are received by 2:00 pm ET, 18 July 2026, the contract will be awarded without further notice. No questions will be addressed.
