Description

This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR SUBPART 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Combined Synopsis/Solicitation 1333MK26Q0117 constitutes a Request for Quotation (RFQ) which Incorporates provisions and clauses in effect through the Federal Acquisition Circular 2026-01. The National Oceanic Atmospheric Administration (NOAA), Office of Marine & Aviation Operations (OMAO), Marine Operation Center (MOC), This requisition is to provide NOAA Ship Oscar Elton Sette (R 335) with the necessary logistical support it needs to support the demobilization of diving operations aboard NOAA Ship Oscar Elton Sette. The solicitation is being issued as a total small business set-aside. The associated NAICS code is 488310 with a size standard of $47.0 Million. The SCA is applicable under Wage Determination No.: 2015-5689 Quotes will be evaluated in accordance with FAR 52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021). Christopher Baker Christopher.Baker@noaa.gov FIRM FIXED PRICE CLIN 0001 BASE PoP Crane, operator, and appropriate rigging capable of lifting a 19,000 lbs dive chamber off the back deck of the ship, and placing it onto a low boy flatbed truck on the pier. Chamber is a 20 high cube with standard corner castings at all corners. It also has fork pockets at the bottom of the container. With the pivot of crane 16.5 ft from pier edge, a 50ft radius is required to lift the chamber. Must be able to lift the chamber 20 feet above the pier to clear obstacles on the ship. OPTION 1: Low Boy Flatbed truck and Driver capable of transporting the dive chamber from Kilo Pier to the Boat Yard at the NOAA Daniel K. Inouye Regional Center on Ford Island. OPTION 2: Heavy Duty, High Capacity forklift and Operator capable of lifting 19,000 lbs dive chamber off of the flatbed truck at the IRC Boat Yard, and placing it onto the deck in its designated spot. REQUIREMENTS AND SCHEDULE: DATE: 04 September 2026 Ship will depart the papa hotel buoy at 0800, arrive at Kilo pier 10 at 0900. Ship ties up at 0900, sets up gangway, removes small boat and cradle from chamber, relocates cradle out of the way to elsewhere on the ship. Crane arrives at 0900 - 0930, begins to set up. Crane should be ready to rig no later than 1030 This gives Sette ample time to move the small boats onto the trailers on the pier and the cradle off of the chamber and make preparations. Sette crew will rig the chamber. At about 1100, chamber will be finished being lifted onto low boy flatbed truck and depart Kilo Pier to IRC Boat Yard. The crane is currently about 19,000 lbs and the crane operator will make sure to get the exact weight for Sette. Since it will be a heavy crane, the modular weight won't need to be removed. At about 1130- 1200, flatbed truck arrives at IRC boat yard and it is removed from the flat bed by a rented heavy duty trailer. Ship will leave Kilo pier for Ford Island NLT than 1200 (conservative time that we can use to schedule departure with Harbormaster). Must have access to both Pearl Harbor and Ford Island Military bases prior to scheduled arrival time. Vendor must coordinate crane and lifting approvals with NAVFAC. FAR 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services (Sep 2023) NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. 1. Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or before the time specified in the solicitation. Email quotes are required and can be sent to Christopher.baker@noaa.gov. 2. Offeror shall have an active registration in the System for Award Management (SAM found at https://sam.gov/content/home) in order to provide a quote and be eligible for award. Must provide their UEID/CAGE CODE with their quote and PAGE 1 of their SAM REGISTRATION. 3. Offerors shall assume that the Government has no prior knowledge of them or their capability. 4. Acknowledge any solicitation amendments (SF-30), if any. 5. For brand name requirements; Address the ability of meeting the requirements per the specifications with a detail material specification or data sheet, pictures of any requested supply item, and an Authorized OEM letter to sale, distribute or service their products. 6. Provide Copy of Liability Insurance for any services to be performed. 7. Provide at least two references for Jobs performed within the past three years that are same or similar in scope to this requirement. 8.Offerors must provide all evaluation criteria in accordance with FAR 52.212-2. FAR 52.212-2 Evaluation- Commercial Products and Commercial Services (Nov 2021) Offers will be evaluated based on price and the factors set forth in paragraph (a). (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Paragraph (a) is hereby completed as follows: Evaluation will be based on the following; 1. Technical Acceptability/Capability. Vendors approach to complete the job. 2. Past Performance - Quote shall include at least two references from at least two separate contracts for similar and relevant recent services within the past two years including the name, phone number, full address, and e-mail address of the reference to demonstrate the offeror s capability to successfully perform the services listed in the Statement of Work. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction.
