THIS IS NOT A REQUEST FOR BID PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Eric Grosskreuz) for receipt by close of business (2 p.m. local Denver time) on May 29, 2026: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firm s capability to bond for a single project of $2 million, and your firm s aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the OK FW TSM 10(1) NFH Entrance Road and Parking Improvements project in which you performed full depth reclamation of the existing roads, aggregate base and asphalt pavement, concrete ABA compliant curb ramp and ABA compliant parking spot. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ Project Details: OK FW TSM 10(1) NFH Entrance Road and Parking Improvements The Tishomingo National Fish Hatchery (NFH) is in south-central Oklahoma off SH 7 on a 220-acre U.S. Fish and Wildlife Service (FWS) facility approximately 8 miles northwest of the Town of Tishomingo. The project will address deteriorated pavement for the entrance loop, adding a small parking area at the northeast corner of the entrance loop, and pavement of the entrance road and parking area south of HWY 7. The 3R project will provide new driving surface, entrance gates, culverts, Architectural Barriers Act (ABA) compliant parking spot, and ABA compliant curb ramp. The project will consist of full depth reclamation of the existing roads asphalt to a depth of 6-in, paving 3-in of asphalt, super elevation correction, and culvert replacement. New parking areas will be constructed with new aggregate base and asphalt pavement. A concrete ABA compliant curb ramp and ABA compliant parking spot. Concrete aprons will be placed around existing structures to match existing. Two new gates at the entrances to the NFH will be also be installed. Entrance roads and parking areas will be closed during construction. PRINCIPAL WORK ITEMS: 30402-5300 Full Depth Reclamation Method 2, 6-inch depth: 6,800 SQYD 40301-0100 Asphalt Concrete Pavement, 1,250 TON 20401-0000 Roadway Excavation, 400 CUYD It is anticipated this project will be advertised in Spring 2027 and be under construction in the Summer of 2027. The project has an estimated completion date of October 2027. The estimated price range of the project work is between: $700,000 and $2,000,000.
