SPECIFIC PROCUREMENT NOTICE (SPN) Country: Belize Project Name: Education Project Procurement Title: Quality Assurance and Policy Reform Procurement Ref. Number: MCA-B/EDU/QCBS/26/3007 Type of Procurement (goods, works or services as applicable): Consultant Services Accountable Entity: Millennium Challenge Account - Belize (MCA-Belize) Publication Date: 17 July 2026 Submission Deadline: no later than 14:00 hours (local time in Belize) on 28 August 2026. The Accountable Entity, MCA-Belize, has received financing from the Millennium Challenge Corporation toward the cost of the Education Project, which aims to equitably increase the number of post-primary graduates with the competencies relevant to labor market demand, and the Energy Project, which aims to lower the wholesale cost of electricity in real terms, and intends to apply part of the proceeds toward payments under the contract for Procurement of Quality Assurance and Policy Reform. MCC s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. So, when a contract is signed with an Accountable Entity, money is already available to the Accountable Entity and, for most contracts, invoices are paid directly to Offerors by the US Treasury. MCA-Belize now invites offers from eligible offerors for Quality Assurance and Policy Reform. The objective of this consultancy is to design, pilot, and support institutional adoption of a National Education Quality Assurance System that is operational, data-driven, and embedded within the MoECST systems to strengthen accountability for learning outcomes and school improvement. The consultancy will support the development of standards, processes, data systems, and regulatory reforms necessary to assess and improve the quality of school leadership, teaching, and management within primary and secondary schools. While performance on national student assessments will form an important component of the quality assurance system, the framework will incorporate multiple measures of school and professional performance. The scope of services is structured around four interrelated components. Bidding will be conducted through the Quality and Cost Based Selection (QCBS) procedures as specified in the Accountable Entity MCC Procurement and Policy Guidelines (PPG) and is open to all eligible offerors as defined in the PPG.
