Description

This is a Notice of Intent to Restrict Competition: Outer Vest Carrier. All responsible sources may submit a quotation, as appropriate, which will be considered by the agency. This Proposed Contract Action is published to notify potential sources that the USDA Forest Service, Inter-Mountain Law Enforcement and Investigations department Intends to award a sole source firm-fixed price contract to BPS Tactical Inc. for USFS approved, outer vest carriers. Only USFS approved ballistic outer vest carriers are authorized to be worn with the Class B or Class C uniform components. The authorized colors and components for the vest outer carriers are approved by the Director of LEI. The carrier must be Forest Green or OD Green, worn on the outside of the shirt, and designed to accommodate panels from issued inner wear ballistic vests. The approved 3-inch-tall "law enforcement officer "or "special agent" badge patch shall be sewn on the front left upper chest area of the carrier. Vest closes from the back of the body to the front attaching with Velcro. The vest has all the approved pockets for U.S.F.S. and a zipper opening front for access to the internal holster and internal key holder. The Proposed contract action is for products which the Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 1901. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement The Responses to this synopsis will be used to confirm that this is a sole source requirement. This notice is NOT a request for Quote (RFQ); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing to Michael Christiansen electronically at: michael.christiansen@usda.gov. Responses must be received no later than 12:00pm PDT 10 September 2026.
