Description
The U.S. Department of Labor (DOL), Office of Workers' Compensation Programs (OWCP), Division of Energy Employees Occupational Illness Compensation (DEEOIC) is issuing this Request for Information (RFI) in accordance with Federal Acquisition Regulation (FAR) Part 10, Market Research, to obtain input from industry for Employment Verification Services to research, analyze, and obtain documentation that establishes contractor/subcontractor contractual relationships with Department of Energy (DOE) facilities, and to maintain a searchable, reportable electronic database of the evidence collected. This effort supports adjudication under EEOICPA by providing reliable verification when DOE or corporate verifiers lack sufficient records, The information received will assist the Government in understanding industry capabilities, refining requirements, assessing risks, and developing an appropriate acquisition strategy consistent with applicable procurement laws and regulations. This RFI is for planning and market research purposes only and does not constitute a solicitation, request for proposal, request for quote, or an obligation on the part of the Government to acquire any supplies or services. RFI Questions are below and draft PWS is attached SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI) The Department of Labor (DOL), Office of Workers Compensation Programs (OWCP) Division of Energy Employees Occupational Illness Compensation (DEEOIC) is Requesting Information (RFI) to better understand current industry capabilities along with common practices in Administrative Management and General Management Consulting Services to support Employment Verification Systems. The United States Department of Labor (DOL) is conducting market research to determine feasibility for a potential procurement requirement. This is NOT A SOLICITATION for proposals, proposal abstracts, or quotations; nor is it a commitment by the Government to issue a solicitation. No reimbursement or stipend will be provided in response to this request for information (RFI). The purpose of this RFI is to verify qualified sources and obtain capabilities and other market information for planning purposes. Part I- A draft Performance Work Statement (PWS) is attached as additional information for preparing a Capabilities Statement and response to the RFI. RFI QUESTIONNAIRE: Provide a company description, discussion of company capabilities, and general summary of approach to accomplishing the requirements addressed within the draft PWS. Descriptions of services should include the length of time (from date-to-date) in which exact or similar services were provided and to whom (names of public or private entities and the city/state in which performance occurred). Furthermore, please address the following questions: What authoritative data sources does your solution or service use to verify current or historical employment, and how do you evaluate the accuracy, reliability, and completeness of those sources? (Including payroll providers, SSA, IRS, union/pension records, etc.) Describe your experience researching incomplete or historical employment information, such as union and contract records that may date back decades, to support employment verification. Describe your verification workflow, including automated matching, manual research, quality review, documentation of findings, success rates, turnaround times, and handling of inconclusive or conflicting evidence. Describe your experience developing, maintaining, and updating databases or repositories of information used to support employment verification and related claims or case research. Describe how your solution protects PII and sensitive information and supports applicable Federal privacy, cybersecurity, audit, records management, and access-control requirements. Describe your implementation timeline, onboarding approach, integration options, staffing model, reporting capabilities, and cost drivers, including volume, complexity, data access, third-party fees, and service-level requirements. Please identify the NAICS code you believe is most appropriate for performing the described work, and explain your rationale. Interested vendors may respond.
