Description

This is a Notice of Intent, not a request for quotation. No solicitation will be issued, and no quotations will be requested. The Department of Health and Human Services (HHS), Office of Mission Acquisition Solutions (OMAS), on behalf of the National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID), intends to award a firm-fixed-price purchase order for the renewal of the LabKey Server Premium Enterprise License. Period of Performance: August 29, 2026 through August 28, 2027. The purpose of this requirement is to renew the LabKey Server Premium Enterprise License that supports the National Institute of Allergy and Infectious Diseases (NIAID), Division of Intramural Research (DIR), and Vaccine Research Center (VRC). The LabKey platform serves as NIAID's enterprise data management solution for clinical research by supporting clinical sample management, study data integration, secure collaboration, and management of scientific research data. The requirement includes the following: LabKey Server Premium Enterprise License Renewal Quantity: One (1) Annual Enterprise License Premium Software Maintenance and Technical Support Period of Performance: August 29, 2026 through August 28, 2027. Justification for Brand Name The Government requires renewal of the LabKey Server Premium Enterprise License to maintain continuity of operations and support ongoing clinical research activities within NIAID. The LabKey platform serves as the Institute's existing enterprise solution for managing clinical research data, laboratory sample information, and scientific collaboration. It is integrated with existing NIH research systems and established research workflows. Renewal of the existing license is necessary to maintain compatibility with current system configurations, existing research data, established workflows, and system integrations. Replacing the current platform with an alternative product would require significant data migration, validation of migrated data, redevelopment of system integrations, reconfiguration of research workflows, user retraining, and additional implementation costs. Such efforts would introduce unnecessary technical, operational, and schedule risks while disrupting ongoing research activities. The LabKey platform provides essential capabilities including secure role-based access controls, audit trails, regulatory compliance features, clinical sample management, and integration with existing NIH systems. Continued licensing ensures uninterrupted access to these capabilities while protecting the Government's investment in the existing enterprise solution. Market research indicates that while other commercial research data management platforms exist, no alternative product has been identified that provides complete compatibility with NIAID's existing LabKey environment without substantial technical, operational, and programmatic impacts. Renewal of the existing LabKey Server Premium Enterprise License represents the solution that best satisfies the Government's minimum needs. Authority This acquisition is being conducted under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures and FAR Part 12 Acquisition of Commercial Products and Commercial Services. For purchases not exceeding the Simplified Acquisition Threshold, contracting officers may use simplified acquisition procedures and may include a brand-name specification when the Contracting Officer determines that the circumstances of the contract action make the brand-name item reasonably available and necessary to meet the Government's minimum needs. Contracts awarded using FAR Part 13 procedures are exempt from the requirements of FAR Part 6. Submission of Capability Statements Interested parties capable of providing the required LabKey Server Premium Enterprise License, or an equivalent solution, must submit a capability statement electronically. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement without the brand-name specification. A determination by the Government to proceed with the brand-name requirement, based upon responses to this notice, is solely within the discretion of the Government. Capability statements must demonstrate the ability to provide a solution that fully satisfies the Government's requirements, including compatibility with the existing NIAID LabKey environment, preservation of existing research data and workflows, integration with current NIH research systems, secure role-based access, audit capabilities, regulatory compliance features, and uninterrupted support for ongoing clinical research operations.
