SOURCES SOUGHT: THIS IS ONLY A SURVEY OF THE MARKET TO DETERMINE IF THERE ARE POTENTIAL CONTRACTORS THAT CAN SATISFY THE FOLLOWING REQUIREMENT: SHI Replace Lead Glazed Bathtubs at United States Coast Guard Rio Bayamon Housing Base San Juan, Puerto Rico PNUM 24658602 Provide Design-Build services for the repair work required for SHI Replace Lead Glazed Bathtubs at United States Coast Guard Rio Bayamon Housing Base San Juan, PR. Perform the work according to this specification: Summary of Scope of Work The contractor shall conduct pre-construction asbestos containing materials and lead-based paint survey and testing on all materials affected by the work. Remove and replace with new 120 existing lead glazed bathtubs. Provide new steel glazed bathtubs that are free of lead and secure them against walls. Upon completion of work, the contractor shall provide certification showing area to be clear of any asbestos containing materials or lead based paint. Properly coordinate generated waste from lead glazed bathtubs A. Any waste generated shall be properly characterized and shall be recycled or be disposed of in accordance with RCRA requirements. Dispose of all waste in accordance with federal/PuertoRico/local laws. B. All wastes to include paint chips, debris and whole bathtubs must be labeled correctly and hazardous waste manifests prepared and signed for any hazardous waste. If not hazardous, ensure disposal goes to an approved landfill. The performance period of the design and construction phase will be a total of two hundred ninety (240) calendar days. The estimated value of this procurement is between $1,000,000 and $5,000,000. The applicable North American Industry Class System (NAICS) code is 236220 - Commercial and Institutional Building Construction. The small business size standard has an annual gross receipt of $25 million. Bid, Payment, and Performance Bonds are REQUIRED. The following are tentative dates for this project: Solicitation Issued: October 2026 Bid Opening: November 2026 Contract Performance Completion: July 2027 SAM: Interested parties should register in the System for Award Management (SAM) database as prescribed in FAR 4.203-1(b). SAM registration can be obtained by accessing the internet at www.sam.gov. USCG posts opportunity and award information to SAM. The U.S. Coast Guard is considering whether or not to set aside this acquisition for a HUBZone, Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB) or Women Owned Small Business (WOSB). In accordance with FAR 19.1303, FAR 19.1403, and FAR 19.503, if your firm is HUBZone certified, Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women Owned Small Business (WOSB) intends to submit an offer for this acquisition, please respond via email to Tavon.D.Davis2@uscg.mil with SHI Replace Lead Glazed Bathtubs at United States Coast Guard Rio Bayamon Housing Base San Juan, Puerto Rico PNUM 24658602 in the subject line. Your response MUST include the following: (a) a positive statement of intent to submit a bid/proposal for this solicitation as a prime contractor; (b) a statement identifying you are a certified small business designation; (c) evidence of experience with work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact, and telephone numbers; (d) evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals; (e) documentation verifying small business certification and socioeconomic category designation by SBA; (f) Unique Entity ID (UEI). Contractors are reminded that should this acquisition become a set aside concern, the following FAR Clauses may apply: FAR 52.219-3 Notice of HUBZone Set-Aside; FAR 52.219-6 Notice of Total Small Business Set-Aside; FAR 52.219-27 Notice of Service-Disabled Veteran-Owned Small Business Set-Aside; FAR 52.219-30 Notice of Women-Owned Small Business Set Aside Responses are required no later than October 9, 2026 at 4:30 PM EST. All information above MUST be submitted in sufficient detail for a decision to be made on which type of small business concern set-aside to pursue. After a review of the responses received, a pre-solicitation notice and solicitation may be published on the SAM website (http://SAM.gov). It is the potential offeror's responsibility to monitor Contract Opportunities on the SAM website for release of any future solicitation that may result from this Sources Sought Notice. Responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.
