Description

The National Oceanic and Atmospheric Administration (NOAA) intends to award a Total Small Business set-aside, firm, fixed price contract for five (5) COLUMBIA 4AFM Electric Davit Cranes (P/N: 2A20858R0) as replenishment stock for the National Logistics Support Center in Grandview, MO. This is a Brand Name Requirement. Vendors must be a verified reseller of ALLIED POWER PRODUCTS, INC. Brand Name Justification: This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The NEXRAD Program requires the Columbia 4AFM Davit Crane, P/N 2A20858R0 as a spare part critical to repairs for the WSR-88D Severe Weather Radar systems. A "Brand Name or Equal" cannot be utilized as the government would incur significant harm through the excessive costs associated not only through the time and labor of testing another unit, but also through the lengthy delays that additional testing would cause if another unit is selected. NEXRAD Severe Weather Radar systems would be unavailable during this period and could have serious impact to data, property and life. The required supplies must be compatible in all aspects (form, fit and function) with existing systems and equipment, and the source is uniquely qualified to meet the requirement. The Columbia 4AFM Davit Crane, P/N 2A20858R0, is a critical component for the maintenance of the radar antenna pedestal, which can be as high as 30 meters and lifting up to 400 lbs. The integrity and performance of the Columbia 4AFM Davit Crane is therefore paramount to the continuous and accurate maintenance and repair of the WSR-88D Radar System. The Government intends to make an award to the responsive responsible quoter providing the best value in accordance with FAR 12.203(c)(2). DOC, Eastern Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. Contractors active in SAM have a unique entity identifier (UEI) that is used to do business with the federal government. The Government has moved to a free new, non-proprietary identifier that will have to be requested in, and assigned by, the System for Award Management (SAM.gov). Please see Instructions to Offerors and full Solicitation as attached. **Contractors who do not respond to all requirements included in the "Instructions to Offerors" may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award.
