Description
AMENDMENT 0002 The purpose of Amendment 0002 to Solicitation W519TC-26-Q-ICID is as follows: 1. Attach updated Performance Work Statement (PWS) 2. All other terms and conditions of Solicitation W519TC-26-Q-ICID remain unchanged and in full force and effect. ****************************************************************************************************************************************************** AMENDMENT 0001 The purpose of Amendment 0001 to Solicitation W519TC-26-Q-ICID is as follows: 1. Extend Solicitation close date from 13 July 2026 to 10 August 2026. 2. Answer contract questions: What is the Anticipated Award Date of the contract, and will the contractor be excepted to have all 4 folks there on the day after its warded or will there be a ramp up transition? Answer: Quarter 1 2027; Full support is needed on day one for inspections On the site, during the walkthrough, there was mention of a Spare Parts/Inventory list that was supposed to be included with the RFP as an attachment and priced as part of the pricing. Can this please be provided? Also will the pricing of these Spare Parts be a yearly requirement? Answer: Contractor will be required to maintain a stock list as prescribed in paragraph 3.5 and will invoice monthly for supply expended from the mandatory stock list from previous months. A spare parts list is going to be provided. Please clarify paragraph the Attachment 2 referenced in paragraph 2.1.2 of the PWS. Answer: This means there might be changes to regulations and the new regulations will be in affect when the contractor receives them. The attachment refers to 2.2 and they will be added at award. Can you clarify the number of Tilt Away Gates and Gate Operators that are required to be maintained under this maintenance contract. Answer: There are currently 17 auto gates and 2 control boxes. On the site, during the walkthrough, there was mentioned that there was AI Phone intercom equipment being installed, will that also have to be maintained under this contract? Answer: Yes, verbiage is being added to the PWS, this is also access control equipment. Can you please clarify if there are any Cyber requirement services required under this contract? Answer: Cyber will be done in-house through our IT department so the PWS will also be updated with this information. Please clarify that any required Rental Equipment and Company Vehicles are supposed to be covered in the FFP yearly pricing. Answer: The contractor is responsible for equipment/vehicles. What is the applicable SCA wage determination for this requirement, including the WD number, effective date, and applicable county/counties for NWS Crane, Indiana? Answer: Martin County / 2015-4821 / Date of Last Revision: 5/13/2026 / Area: Indiana Counties of Crawford, Daviess, Dubois, Gibson, Greene, Jackson, Knox, Lawrence, Martin, Orange, and Pike. (See attachment) Will the Performance Requirements Summary / PRS referenced in the PWS be provided to offerors before the proposal due date? If yes, will it be issued by amendment? Answer: Attached Will the Deficiency and Severity Level / DSL table referenced in the PWS be provided to offerors before the proposal due date? If not, please clarify the deduction or deficiency framework that will apply during contract performance. Answer: Deficiency is listed only in paragraph 3.2 Please confirm the following equipment/facility counts for pricing purposes: Number of buildings and/or magazines covered by the approximately 240 IDS zones ANSWER: Roughly 200 Number of CCTV cameras under the Bosch Video Management System ANSWER: # of CCTV is roughly 80 security and 70 production Number of Tilt-A-Way automated gates included in the scope ANSWER: Roughly 20 Is there an incumbent contractor currently performing these services? If yes, please identify the incumbent, predecessor contract expiration date, and whether FAR 52.222-17 / non-displacement requirements apply. Answer: This is a new start of services for new installation Are offerors required to submit T&M labor rates and parts markup rates for miscellaneous work orders and new installation work orders with the initial quote? If yes, will those rates be evaluated and become contractually binding? This contract is a Firm Fixed Price contract Since the 72-hour site visit registration period falls around the Independence Day holiday, what is the effective deadline for submitting visitor registration information for the 07 July 2026 site visit? Answer: This is no longer applicable Will the Government provide the minimum spare parts inventory stock list before the proposal due date? Also, please provide the approximate quantity and estimated value of the Government-owned spare parts inventory that will be transferred to the incoming contractor at award. Answer: See attached shelf stock list. There is currently no government owned spare parts to be transferred as GFE. Please confirm which labor categories require ICIDS server access and are therefore subject to the CompTIA Security+ / DoD 8570.01-M requirement. Please also confirm which DoD 8570-approved certifications are acceptable as equivalents. Answer: Reference 1.6 in the PWS for certifications, This is required for all categories. Will the Government provide current ICIDS-V/SMS system documentation at transition, including zone configuration records, device inventory, alarm logic, and site layout maps? If yes, will this be provided before the performance start date? Answer: The schematic list will be provided to the awardee after signature. 3. Updated PWS will be uploaded at a later date. 4. All other terms and conditions of Solicitation W519TC-26-Q-ICID remain unchanged and in full force and effect. ****************************************************************************************************************************************************** 1. The Army Contracting Command - Rock Island (ACC-RI) issues solicitation W519TC-26-Q-ICID in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures) procedures for non-person services to provide comprehensive on-site maintenance, repair, and technical support for the mission critical Electronic Security Systems to include Intrusion Detection Systems (IDS) and Access Control Systems (ACS) located at Crane Army Ammunition Activity (CAAA). The contractor shall provide all necessary personnel, supervision, and services to ensure the IDS and ACS systems remain fully operational. Services include, but are not limited to, preventative maintenance, software and firmware updates, 24/7/365 emergency technical support, and the repair or replacement of system components. Contractor must be able to satisfy all requirements as detailed in the performance work statement (PWS) attached. 2. All offerors MUST be registered in the System for Award Management (SAM) database in accordance with Federal Acquisition Regulations (FAR) 52.204-7 and Defense Federal Acquisition Regulation Supplement (DFARS) 252.204-7004. Lack of registration in SAM will make an offeror ineligible for award. The SAM website can be accessed at https://www.sam.gov. 3. This requirement is issued as a 100% Small Business Set-Aside under NAICS code 561621 Security Systems Services, except Locksmiths. 4. The Government will award a single Firm Fixed Price (FFP) type contract from this solicitation to the responsive, responsible offeror with the lowest price technically acceptable. 5. The Government reserves the right to reject any or all quotes and make no award if such actions are in the best interest of the Government. 6. To be considered for this award, all interested parties MUST attend a site visit at CAAA on 07 JULY 2026 at 0830 (8:30 EST). Interested parties will need to fill out the attached visitors form and bring with them the day of the visit. 7. Effective January 20, 2026, visitors to military installations will be required to present a REAL ID-compliant drivers 8. The quote shall be determined fair and reasonable prior to award, and the contractor needs to provide other than cost and pricing data with the quote so that the Government can make that determination. Clause 52.215-20, Requirements for Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data is applicable. 9.
