This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, National Cemetery Administration, is seeking qualified sources to furnish all necessary labor, material, equipment and supervision to provide Concrete Graveliners Supplies and Installation Services for the Quantico National Cemetery located at 18424 Joplin Rd, Triangle, VA. 22172. The purpose of this notice is to determine interest and capability of potentially qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small-Businesses (VOSB), and Total Small Businesses relative to the North American Industry Classification code (NAICS) 327390 Other Concrete Product Manufacturing with the Small Business Size Standard of 500 employees. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. National cemeteries are national shrines. The standards of maintenance, appearance and operational procedures performed by the Contractor at this cemetery shall reflect this nation's concern for those interned there. For this reason, the Contractor's strict adherence to the specifications shall be required and shall be essential. SCOPE The Contractor shall furnish, deliver & install (F.O.B. Destination within Consignee Premises) prefabricated Concrete Graveliners to National Memorial Cemetery at Quantico, 18424 Joplin Road, Triangle, VA 22172. Graveliners will be fabricated in strict accordance with Attachment - A (GSA Commercial Item Description A-A-30194 (Liner, Grave, Concrete) dated July 26, 1993. Grave liners are to be delivered no later than one (1) hour prior to scheduled interment time. PRICING The Unit Price indicated in the Price Schedule is all-inclusive and covers the following: Fabrication, transportation, delivery and installation of all Concrete Graveliners ordered; Setting & covering of concrete graveliners (to be accomplished by the Contractor and coordinated / scheduled with the Director, National Memorial Cemetery at Quantico or designee); Taking cover off liner, placing cover back on liner after cemetery staff places casket into graveliner; and Lowering of graveliner into gravesite (Note: On double depth interments, Contractor shall install second concrete grave liner with cover in same gravesite). DESCRIPTION The Contractor shall provide all necessary labor, supervision, equipment, materials and transportation necessary to furnish and install Style I - Concrete Grave Liners (Box with Separate Lid) in accordance with requirements of Commercial Item Description (CID), No. A-A-30194, dated July 26, 1993 (Attachment A). Liners shall be Style 1 Box and a flat lid with 6 x 6 x 10 (15.24 cm x 15.24 cm x 25.40 cm) gauge-welded mesh, 3/8 (0.95 cm) rebar reinforcement on the sides and ends. GENERAL REQUIREMENTS It is the Contractor's responsibility to keep pace with the grave liner requirements of this cemetery in presenting grave liners; to remain in close proximity to excavation crews as directed and customarily required by this cemetery. Normally, several cemetery crews are used daily for excavation, which will result in several different areas of burial sections. In all new burial sections, Quantico National Cemetery uses a gravesite measuring 5 x 10 double depth (1.5 meter by 3.0 meter). This will require exact precision in the placement of grave liners. Grave depths generally range from 5 to 7 feet deep and can occasionally go down to 9 feet. Contractor is expected to have at all times the appropriate safety equipment i.e., steel toed shoes, shoring equipment, etc. Contractor is required to remain on station until all grave covers are in place for the day s interments. The Contractor agrees to phase all work in such a manner as not to impact on or interfere with cemetery operations. The Contractor shall not operate equipment, machinery, or otherwise perform contract work within 500 feet of any ongoing interment service. PACKAGING AND MARKING Grave liners will be palletized or otherwise prepared for shipping in accordance with the Commercial Item Description (CID) No. A-A-30194. Grave liners and lids shall be marked in accordance with the CID (See Inscriptions). INSCRIPTIONS Date of manufacture shall be inscribed on both box and lid and shall be visible from the end of the box and lid. In compliance with specification as written under Packaging and packing of the Commercial Item Description, the production date will be inscribed or otherwise permanently marked on each component which makes up a grave liner. DELIVERY / STORAGE - REJECTION Placement of Orders: Orders for concrete graveliners at National Memorial Cemetery at Quantico shall be placed by the COR or designee on an as-needed / as-requested basis. Orders may be placed by email or telephone to the contractor at the COR's discretion. Contractor will be required to deliver and unload all graveliners. Delivery shall be made within 24 hours of receipt of the order. The Contractor will receive telephone notice of changes in delivery, as the Cemetery becomes aware of changes. The Contracting officer depending upon interment rate may adjust estimated quantities. . Thirty (30) standard (medium) units will be allowed to be stored on the cemetery grounds at a site determined by the COR. In addition, three (3) oversize units; two (2) small units; and two (2) extra large units will be allowed to be stored on the cemetery grounds at a site determined by the COR. Additional units may be stored only with written approval of the Contracting officer. All damaged or rejected units shall be removed, without exception, from the cemetery grounds by the end of each workday (4:30 p.m.). All rejected units will be indicated (marked in such a manner), as mutually agreed upon by the Contractor and the COR. HOURS OF OPERATION National Memorial Cemetery at Quantico is open Monday through Friday from 7:30 A.M. until 4:00 P.M. Scheduled burials occur from 9:30 A.M. through 2:30 P.M. Monday through Friday. The following days scheduling is available at the Administration building at 3:30 p.m. each day. HOLIDAYS AND WEEKENDS The Contractor will be required to work burials schedule during holidays and/or weekends within National Memorial Cemetery at Quantico. The eleven holidays observed by the Federal Government are as follows: New Year's Day, Martin Luther King's Birthday, President's Day, Memorial Day, Juneteenth, 4th of July, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, or any other day specifically declared by the President of the United States to be a National Holiday. INSTALLATION All 1st and 2nd interment installations normally associated with the placement of the grave liners required will be the Contractor's responsibility. Sufficient manpower and equipment will be provided by the Contractor for the safe, acceptable, dignified and timely installation of caskets and grave liners at all times. Contractor must have appropriate safety equipment. i.e. steel toed boots, shoring equipment, etc. Contractor's equipment and operating procedures must meet all OSHA AND DOT requirements.
