Description

1. General Information & Contracting Activity The U.S. Army Corps of Engineers (USACE), Seattle District, Contracting Division, located at 4735 East Marginal Way South, Seattle, WA 98134-2388, hereby issues this Notice of Intent (NOI) to negotiate and award a sole-source, firm-fixed-price purchase order to Republic Machinery Co., Inc. (Republic Lagun). This acquisition directly supports critical maintenance operations at Chief Joseph Dam (CJD) in Bridgeport, Washington. 2. Requirement Description & Salient Characteristics Under this proposed action, the Government intends to procure one (1) Lathe, complete with standard and specialized accessories. The equipment is required to perform organic precision machining, fabrication, and repair of critical hydro turbine and generator components including large slip rings across the facility's 29 hydroelectric generating units. To meet operational and engineering tolerances for heavy hydroelectric machinery, the lathe must incorporate two mandatory salient characteristics: Tri-V bedway construction to provide required rigidity and alignment stability, and a spindle bore diameter exceeding 3.0 inches (>3 ) to accommodate specific shaft, sleeve, and tooling dimensions. 3. Statutory Authority & Sole-Source Justification This procurement is conducted under RFO 6.103-1(a) the authority of 41 U.S.C. 3304(a)(1) -the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. Due to the significant migration of domestic machine tool manufacturing overseas, commercially available, Buy American Act (BAA)-compliant lathes featuring specialized Tri-V ways are exceptionally limited. Technical evaluations and market research confirm that Republic Machinery Co., Inc. is the only domestic manufacturer and distributor capable of delivering a machine that satisfies both the certified BAA mandate and all required physical specifications. 4. Submission of Capability Statements This notice is not a request for competitive quotes; however, any interested party that believes it can satisfy all requirements including BAA certification and the specified salient characteristics may submit a capability statement. All capability statements received within the designated response window following this posting will be reviewed by the Contracting Officer. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
