Description
This is a notice of proposed contract actions as prescribed under FAR subpart 5.204 and FAR subpart 36.213-2 (Pre-solicitation Notices). Set Aside/Size Standard This requirement is 100% set-aside for Small Business. The North American Industrial Classification System (NAICS) code for this acquisition is 236220, Commercial and Institutional Building Construction and the size standard is $36,500,000.00. Agency/Office: National Institute of Standards and Technology (NIST) Location: 100 Bureau Dr, Gaithersburg, MD Title: Two- Phase Design Build for NIST Laboratories, Offices, and Infrastructure Indefinite Delivery/Indefinite Quantity (IDIQ) Contract. Scope & Description of Services: The National Institute of Standards and Technology (NIST) is seeking to prequalify firms for award of Design-Build (D/B) Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts. These services will include the provision of professional engineering services, plus construction labor and materials to execute D/B projects. These services will further include detailed planning, design and execution services. Design/Build services to be provided may include, but not limited to, the following: 1. Support scientific laboratory renovations 2. Support scientific apparatus/tool installations 3. Support infrastructure repairs and upgrades 4. Support administrative space repairs and renovations 5. Additional scope elements may be included. Solicitation Requirement The NIST will procure D/B services for NIST Laboratories, Offices, and Infrastructure via employment of the Two-Phase Design-Build Selection Procedures prescribed under FAR subpart 36.3 as follows: Phase I - Request for Qualifications: This announcement will be a Request for Qualifications to qualify prospective D/B contractors for Phase II of the procurement process. There will be no site visit conducted in this phase. Only the three highly firms selected will be provided site visit in phase II. Phase II Three (3) highest rated firms will be selected to move into the Phase II of the selection process. NIST will execute multiple individual task orders (TOs) ranging in value from $2,500.00 up to $700,000.00 of facilities renovation, remodel, modernization or improvement projects. Maximum life of the contract will be $8,000,000 in aggregate. TOs will be offered to be competitively proposal by the design build contract holders as per FAR 16.505.
