*** 09 September 2026 - Amendment W9127N26BA0240002 Bonneville Lock and Dam - Navigation Lock 1 Bridge Replacement*** This amendment effects changes to the Block 14 (Description of Amendment/Modification): Solicitation Specifications, Section 01 57 19.00 25 - TEMPORARY ENVIRONMENTAL CONTROLS, Part 3 EXECUTION, Paragraph 3.4.3 PROFESSIONAL ARCHAEOLOGICAL MONITOR. (SEE ATTACHED AMENDMENT FOR CHANGES) *** 03 September 2026 - Amendment W9127N26BA0240002 Bonneville Lock and Dam - Navigation Lock 1 Bridge Replacement*** This amendment effects changes to block 13 of Standard Form 1442, the Solicitation Specifications, Section 00 21 13 Instruction to Bidders, and Section 00 21 00 Instructions. Additionally, it extends the solicitation period and provides for an additional site visit. The Solicitation Period is extended by 20 calendar days which changes the Solicitation Closing Date from September 18, 2026, to October 8, 2026. Site Visit Registration. Send an email to Michael R. Carl via email at michael.r.carl@usace.army.mil and Courney R. Hollins at courtney.r.hollins@usace.army.mil by COB Wednesday, 09 September 2026, to register for the site visit and provide first name, last name, and company/organization name. Site visit attendees must be U.S. citizens and possess a REAL ID to access the site. Acceptable forms of proof of citizenship for anyone born outside the USA are: US Birth Certificate: Must be certified & issued by either a US State or the US State Department. US Passport Undamaged: Issued by the US Dept of State, without limitation, does not need to be current, is/was valid for 10 years for adults and 5 years for children under 16. US Passport Card Undamaged: Issued by the US Dept of State, without limitation, does not need to be current. US Certificate of Citizenship: Issued by US Citizenship and Immigration Service. Consular Report of Birth Abroad: Issued by the US State Department. US Naturalization Certificate: Issued by US Citizenship and Immigration Service. Enhanced Driver s License: from Michigan, Minnesota, New York, Vermont, or Washington. Acceptable ID: Real ID driver s license. Enhanced driver s license. Federal Identification Cards PIC/CAC/PIV/Etc. Transportation Worker Identification Card (TWIC). United States Passport or United States Passport Card. Driver s license issued by the Department of State. *** 27 August 2026 - Amendment W9127N26BA0240001 Bonneville Lock and Dam - Navigation Lock 1 Bridge Replacement*** This amendment inserts additional Government Furnished Information (GFI) as an attachment to the solicitation. The file Power Line Layout is provided for the Contractor s information. The Government shall not be responsible for any interpretation of, or conclusion drawn, from the data or information by the Contractor. Information provided should be field verified by the Contractor. If there is a discrepancy between the solicitation plan set and the GFI, the solicitation plan set takes precedence. The project consists of replacing the existing bridge with a new fixed bridge on a new alignment and to provide for partial demolition of the existing bridge. The new fixed bridge will be a single-span steel girder bridge with a concrete deck. The bridge width will be 34 4 out-to-out, with two 11 0 travel lanes, two 2 0 shoulders, a 5 0 sidewalk, and the superstructure will consist of four (4) built-up steel plate girders. The replacement bridge alignment is located immediately downstream of the existing bridge and, at its northern terminus, will fit entirely between the existing bridge and the Bonneville Power Administration transmission tower which is located to the south. Approach roadways will also be constructed to tie into the existing roadway alignment. The new fixed bridge will be located over the existing navigation channel and will provide an under clearance that is larger than is currently present under the existing bridge. The north abutment will be a concrete stub abutment with spread footing anchored into rock. The south abutment will be a concrete abutment that is supported by drilled shafts. To mitigate seismic hazards, portions of the existing bridge will be removed as part of the bridge construction requirement. The existing bridge provides for critical vehicular access to the Bonneville project that must remain open for the entirety of the construction project. This will likely require the contractor to construct the project in phases. In addition, lead and asbestos removal will be required as part of this requirement. Working within environmental and seasonal restrictions and barge crane lifting will be required in close proximity to a high voltage power line will also be necessary during performance of the required work.
