Description
NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office (NCO) 2, hereby provides notice of its intent to award a sole source, firm-fixed-price contract to: USVETSERV, LLC 355 English Oak Rd Simpsonville, SC 29681 UEI: FJJXT471UM24 This is for the purchase of three (3) Magic Horizons Premium Plus bundle-3 and the MyndVR: Mynd Essentials for Veterans (Clinic Version) Brand Name Only for the Psychiatry department at the Buffalo VA Medical Center. Determination of this single source procurement is in accordance with RFO FAR 8.401(b) and GSAR 538.7104-3(a), Only one responsible source and no other supplies or services will satisfy agency requirements and item peculiar to one manufacturer, as these solutions have been determined to meet the unique needs of the Psychiatry department for veteran care. No other products will be considered for this procurement. The Mynd Immersive is the only VR therapeutic system formally integrated into the VA s PMOP prescription model, enabling clinicians to issue standardized non-drug VR therapy recommendations. It is also the only VR platform approved for direct home deployment to veterans, including those in rural areas, meeting VA s strict dispensing protocols. The system is uniquely designed to comply with VA telehealth, security, and privacy requirements by operating without automatic data streaming, unlike other VR solutions. Additionally, Mynd Immersive is fully embedded across the VA s national immersive rollout used at multiple VA sites and supported by VA standard templates, workflows, training materials, and sanitization procedures meaning no alternative VR product can be substituted without disrupting established national infrastructure and requiring extensive retraining and redevelopment. The North American Industry Classification System (NAICS) code for this procurement is 334310 and the size standard is 750 employees. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interest and capability to respond to this requirement. Interested vendors that can meet this requirement should identify their interest and capability, and respond to this notice by September 07, 2026 at 4:00PM Eastern Time (ET). Interested vendors must send a capability statement, no more than one page in length; to include Company Name, UEI Number, Socioeconomic Category, and a brief description of your business entity s capability to provide these items, including a Letter of Supply from the Original Equipment Manufacturer (OEM). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses from responsible sources will be considered. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for the award. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source Magic Horizons Premium Plus bundle-3 and the MyndVR: Mynd Essentials for Veterans (Clinic Version) in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contracting Officer Myra F. Green at Myra.Green2@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements. This notice is not a request for competitive quotations. No solicitation documents are available and responses will not be considered as offers.
