Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS OR PROPOSALS. The Great Plains Area Indian Health Service (GPAIHS), Aberdeen, South Dakota, hereby submits a Notice of Intent to Award a sole source, firm fixed-price, purchase order under the authority of Federal Acquisition Regulation (FAR) Part 6.103-1(b), Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements. This Sole Source Purchase Order will be awarded to Carda Brothers, LLC, UEI: QLS9UJ7KSNS5. The North American Industry Classification System (NAICS) code for this requirement is: 812320 Drycleaning And Laundry Services (Except Coin-Operated). The object of this sole source award is to provide Laundry and Linen Processing Services three (3) times per week on a recurring schedule. Services encompass collection of soiled linen from the Emergency, Inpatient, and Outpatient departments; off-site thermal or chemical processing meeting TJC and CDC infection control standards; and delivery of clean, packaged linen back to the facility for the Rosebud Indian Health Service (IHS) Service Unit, Rosebud, South Dakota. Carda Brothers, LLC was a sub-contractor of Hyapi Cleaning Services (Hyapi is closing their business) and can provide these services to support continuous healthcare operations which is critical to maintaining uninterrupted patient care, sanitation, and operational readiness at the Rosebud IHS Hospital for a Period of Performance of One (1) Base Year from 7/1/2026 6/30/2027. Responses to this notice must demonstrate clear and convincing evidence that competition of this requirement would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the agency. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. The determination not to compete the proposed action is solely within the discretion of the Government. Information received normally will be considered for the purpose of determining whether to conduct a competitive procurement.
