Description

The United States Air Force (USAF) intends to award a sole-source, firm-fixed-price purchase order under the authority of FAR Part 13, Simplified Acquisition Procedures (SAP), to EDM Council, Inc. The requirement is for USAF membership in international standards bodies developing and maintaining computer industry specifications. This membership is directly relevant to model-based design and engineering approaches used to design, develop, acquire, and sustain USAF assets. The anticipated period of performance includes a 12-month base period and four (4) 12-month option periods. Justification for Sole Source: EDM Council, Inc. is the only provider of this specific Standards Development Organization (SDO) membership and is the only open standards organization that provides the distinct software and system modeling specifications unique to the requirements of the USAF. Regulatory Notice: This notice of intent is not a request for competitive proposals or quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Submission Instructions: Any interested party that believes it can meet the requirements described above must submit a capability statement that clearly demonstrates their ability to provide the required membership and standards access. Responses must be submitted in writing via email to the Contracting Officer at joshua.sawdey.1@us.af.mil no later than 3:00 PM Eastern Time on July 21, 2026.
