REQUEST FOR INFORMATION (RFI) / COMMERCIAL SOLUTIONS OPENING (CSO) Project Title: 3rd Line Maintenance (3LM) Repair Capability and Field Service Representatives (FSR) - Kuwait Notice Type: Request for Information (RFI) Anticipated NAICS Code: 541990 (All Other Professional, Scientific, and Technical Services) Anticipated Product Service Code (PSC): R706 (Support- Management: Logistics Support) Anticipated Period of Performance: Up to 5 Years 1. INTRODUCTION AND PURPOSE The United States Government (USG), specifically the Army Contracting Command - Detroit Arsenal (ACC-DTA), is issuing this Request for Information (RFI) to explore innovative commercial solutions under a potential Commercial Solutions Opening (CSO). The Government is seeking industry feedback and capabilities regarding the establishment of a 3rd Line Maintenance (3LM) Repair Capability for Direct Support/General Support (DS/GS) in Kuwait. Disclaimer: This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. 2. BACKGROUND & SCOPE OF EFFORT The USG has a Foreign Military Sales (FMS) requirement to support the Kuwait Land Forces (KLF). The objective is to establish an in-country, sustainable maintenance capability that provides rapid repair turnaround and builds the organic mechanical capacity of the KLF. Vendors responding to this CSO RFI must demonstrate their capability to provide innovative approaches to the following Areas of Interest: 3LM Repair Facility & Operations: Establish and manage a 3rd Line Maintenance capability for Direct Support and General Support (DS/GS) in Kuwait. On-the-Job Training (OJT): Deliver comprehensive, hands-on training programs to the Kuwait Land Forces (KLF) to transition maintenance proficiencies over the life of the contract. Field Service Representatives (FSRs): Provide highly skilled, in-country FSRs capable of diagnosing, repairing, and training personnel on complex mechanical, electrical, and hydraulic faults. 3. SUPPORTED VEHICLE PLATFORMS Respondents must detail their commercial experience, technical data access, and supply chain strategies for the following combat vehicle platforms: Abrams Main Battle Tanks: M1A2, M1A2K Recovery Vehicles: M88A1, M88A2 (HERCULES) Armored Personnel Carriers / Command Vehicles: M113A1/A2/A3, M577A2/A3 4. REQUESTED INFORMATION Interested parties are requested to submit a White Paper (not to exceed 10 pages) addressing the following: Company Overview: Name, CAGE code, UEI, socio-economic status, and core competencies. Commercial Solution Approach: How your company would rapidly establish 3LM operations in Kuwait using commercial best practices. FSR & Training Capabilities: Your approach to sourcing, retaining, and deploying FSRs to OCONUS environments, and your methodology for conducting KLF On-the-Job Training. Platform Expertise: Examples of previous commercial or government contracts demonstrating capability with the Abrams, M88, and M113 families of vehicles. 5.
