Description
25 Jul 2017 Update: The due date for submittal of all questions/concerns regarding the solicitation and/or site visit has been extended to 1300 PST on 28 Jul 2017. The responses to the contractors questions have been added in a attached Q&A document. Blanket Purchase Agreement Turntable Hydraulic System Inspection and Maintenance AFTC/PZIEB at Edwards AFB, CA is contemplating award of one or more Blanket Purchase Agreements (BPA) for the 412th Test Wing Electronic Warfare Group. Purchases/Calls made under anticipated BPA(s) will be subject to the availability of funds. The requirement is for inspection and maintenance of a hydraulic system supporting a 175 ton, 80-foot diameter turntable that can rotate +/-180 degrees. The turntable is located at the Benfield Anechoic Facility (BAF), Building 1030, Edwards AFB, CA 93524. NOTICE OF SITE VISIT A site visit for this acquisition will be conducted on 14 Jul 2017 at 0900 PST. The site visit location is: Benefield Anechoic Facility 30 Hoglan Avenue, Building 1030 Edwards AFB, CA 93524 Interested offerors are directed to email the information required below no later than 10 July 2017 at 1400 PST. Interested offerors who submit late or incomplete information, or otherwise fail to submit information, will not be vetted for Base access which is required in order to attend the site visit. Individual's requiring vetting must be U.S. Citizens. For individuals with current Base access, interested offerors must submit, at a minimum, the individual's Company Name and First and Last Name. Company Name Full Name as it appears on Driver's License Driver's License State and Number Social Security Number (last four digits only) Date of Birth (MM/DD/YYYY) The above information shall be submitted by email to the Contract Specialist, rosann.knarreborg.1@us.af.mil and the Contracting Officer, falilou.diouck@us.af.mil. Directions to the site will be provided upon receipt of information. All attendees will need to have in their possession a valid driver's license or valid personal identification with photo and be able to pass a background check if required. If a problem is encountered during an individual's vetting process, that specific visitor will be contacted. The site visit will afford interested offerors the opportunity to evaluate the site for the services required to perform work as outlined within the Statement of Work. NOTE: Attendees are responsible for getting on Base and arriving at Building 1030 by the scheduled start time of 0900 PST. All questions/concerns regarding the solicitation and site visit must be submitted in writing no later than 1400 PST on 14 Jul 2017 to the Contract Specialist and Contracting Officer indicated above. This is to ensure that all parties are afforded an opportunity to see the questions and answers (Q&As) which will be posted to www.fbo.gov under the original solicitation posting within about one week of the site visit date. Keep in mind that attending the site visit is not mandatory and all information provided at the site visit, Q&As, and list of the site visit attendees will be posted to www.fbo.gov under the original solicitation posting. Note to all Edwards AFB visitors: Recently, the Real ID Act of 2005 has been updated and may prevent visitors from obtaining Defense Biometric Identification System (DBIDS) passes/cards. As of 15 Sep 2016, visitors/contractors with driver's licenses from MO, MN, and WA (exceptions are EDL - Enhanced driver's licenses from MN & WA) will no longer be able to obtain a visitor's pass without another form of identification as an identity proofing document. Starting 30 Jan 2017, visitors/contractors with driver's licenses and identifications cards from KY, ME, MT, PA, and SC will no longer be able to obtain a visitor's pass without another form of identification as an identity proofing document. The list of acceptable forms of identification can be found in Appendix B (List of Acceptable Forms of Identification) in the "REAL ID Act of 2005 Implementation: An Interagency Security Committee Guide" dated August 2015 which can be found via the Department of Homeland Security's (DHS) website at https://www.dhs.gov/sites/default/files/publications/isc-real-id-guide-august-2015-508_0.pdf. (i) This is a combined synopsis/solicitation for commercial items prepared IAW the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement; quotations are being requested and a written solicitation will not be issued. (ii) The solicitation number is FA9302-17-A-0006/7 and is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 effective 19 Jan 2017 and DFARS Publication Notice (DPN) 20161222 effective 22 Dec 2016. (iv) This acquisition allows for full and open competition with an associated NAICS code of 811310 - Commercial and industrial machinery and equipment (except automotive and electronic) repair and maintenance / Hydraulic equipment repair and maintenance services with a corresponding small business size standard of $7.5 million. The associated Service Code is J036- Maintenance, Repair, and Rebuilding of Equipment- Special Industry Machinery (v) List of anticipated, but not limited, to line item number(s) and items, quantities and units of measure. Note: Contractor's are to quote all potential items and unit prices required for the inspection and maintenance of this requirement. ITEM NO DESCRIPTION QUANTITY UNIT 0001 Annual comprehensive inspection of complete turntable hydraulic system and hydraulic pumping unit with recommended corrective action report including labor and parts as specified within Paragraph 1.7 of the Statement of Work. 1 EA 0002 Labor Rates to address repairs / maintenance identified during comprehensive inspection but not included in the inspection 1 EA 0003 Parts to address repairs / maintenance identified during comprehensive inspection but not included in the inspection 1 EA (vi) Description of Requirements: This commercial item service requirement consists of, but is not limited to, providing all labor, materials, equipment, and supervision required to perform all services and provide all parts as outlined within the Statement of Work. The general characteristics of the turntable are as stated: Approx. overall diameter of 80 feet Approx. radius of rolled rail is at 32 feet Approx. dead load weight of 900,000 pounds Approx. horizontal load weight of 200,000 pounds (vii) The Government Place of Performance is 412th Electronic Warfare Group, Building 1030, 30 Hoglan Avenue, Edwards AFB, CA 93524. All services and related supply requests shall be F.O.B. Destination-Edwards AFB, CA 93524. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Provisions and clauses can be viewed through Internet access at the Air Force FAR Site, http://farsite.hill.af.mil. ADDENDUM TO FAR 52.212-1 Instructions to Offerors Commercial Items Offerors shall prepare their quotations IAW FAR 52.212-1, (Note: Offerors may submit quotes via email, please note the maximum file size is 10MB. The narrative shall provide the Government with a reasonable assurance that the firm has the relevant capability required to meet or exceed the requirement; b. Brochures, lists and any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. 10. Detailed price list containing separate line items to be utilized during the performance of the agreement. (ix) FAR 52.212-2 Evaluation - Commercial Items, is applicable to this RFQ.
