Description

Combined Presolicitation/Solicitation & Notice of Intent of Sole Source This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Description of Requirement This requirement is for one (1) immediate software suite acquisition to systematically upgrade current Antenna Pattern testing capabilities. Please see attached SF 1449 and Statement of Requirement for further details. Contracting Agency: AFTC/PZZG Solicitation Number: FA930226Q0113 ***Please include the solicitation number in all communications. Quotation Deadline: 24 August 2026 at 8 AM PDT NAICS: 513210 Software Publishers PSC: 7A21 Defense Priorities and Allocation System (DPAS): N/A The Department of War (DoW) intends to negotiate on a sole source basis with NSI-MI for the procurement of A4 Software Enterprise Suite. Notice of Intent to Sole Source Statutory Authority: 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1 Justification: This sole source is driven by strict DoD cybersecurity mandates forcing a migration from legacy Windows 7 systems running MI-3000 software to the modern, vendor-supported, and risk management framework-compliant NSI-MI A4 platform on Windows 10/11. Transitioning to a non-NSI-MI software would require abandoning the Benefield Anechoic Facility's (BAF) current proprietary NSI-MI hardware ecosystem which relies on closed, proprietary communication protocols and procuring an entirely new physical test capability. The entire current antenna pattern capability including the CPDACS (Configurable Positioning & Data Acquisition Control System) positioner, custom adapter boxes, and associated receivers is engineered and manufactured by NSI-MI. A full hardware replacement would cost millions of dollars and cause months of critical facility downtime with cascading delays to national defense acquisition programs, and necessitate expensive operator retraining. Instructions to Interested Parties: This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
