Description

Amendment 0002: The purpose of this amendment is to extend the proposal submission date from 15 July 2026 to 23 July 2026 and update Appendix C of the Performance Work Statement (PWS) to include ordering instructions for Secondary Port services. Amendment 0001: The purpose of this amendment is to extend the proposal submission date from 06 July 2026 to 15 July 2026 and update Appendix C: Payment, Ordering, and Invoicing Instructions on the Performance Work Statement (PWS). Provide Stevedoring and Related Terminal Services (S&RTS) at the designated Ports of Guam in connection with the import and export of Defense Transportation System (DTS) sponsored cargo. All tasks shall be completed per requirements stated through the Performance Work Statement (PWS) and in a manner consistent with the Best Commercial Practices. S&RTS services will cover the full spectrum of managing US military cargo (e.g. containers, vehicles, breakbulk, and rotary or fixed wing aircraft) transiting through the designated seaports. Operational tasks shall include but are not limited to all stevedoring and longshoring required for vessel, truck, rail loading and discharging, port reception and disposition, cargo management staging, intra port transfers, cargo prep, Checking and Tallying (C&T), and warehousing Government provided dunnage and tiedown materials. Requirements include physical security, facilities, storage/staging, office space, office supplies, and providing documentation/reports for port operation expenses and reconciliation of services to include other related miscellaneous requirements as outlined in this PWS.
