Description

ADVANCED CONTRACTING INITIATIVE ? REGIONAL CONTRACTS FOR DEBRIS MANAGEMENT SERVICES (ACI-RCDMS) The U.S. Army Corps of Engineers (USACE) requires rapid and comprehensive debris removal services for the entire United States and its Outlying Areas. This acquisition is part of the Advanced Contracting Initiative ? Regional Contracts for Debris Management Services (ACI ? RCDMS) and supports the Federal Emergency Management Agency (FEMA) and other Federal disaster response efforts, as authorized by Public Law 93-288, The Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act).The Government intends to award ten (10) Regional Single Award Task Order Contracts (SATOCs) through a Full and Open Competition. AUGUST 6, 2026, UPDATE: SYSTEM UPDATE NOTICE: The Government has updated the PIEE Solicitation Module to facilitate the submission of Final Proposal Revisions (FPRs) for Solicitation W912EK26RA001. Please review and adhere to the following system-related administrative guidance when uploading your packages:1. Addition of Part 1 Submissions (EN Responses) Upload Fields: The PIEE module has been updated to accept Part 1 (EN Responses). Offerors are granted the flexibility to submit these responses in either of the following formats. Please adhere strictly to the naming conventions below: Consolidated Option (All regions in a single file):Use file name: Part_1_EN_Responses_Consolidated.pdfSeparate Files Option (Individual file per region):Use file name: Part_1_EN_Responses_[Region Code].pdf (e.g., Part_1_EN_Responses_MVD.pdf)2. Distinction of FPR Submissions (Original vs. FPR Naming Convention):To ensure the Government evaluation team can easily distinguish your new FPR files from your original March submissions, Offerors must append _FPR to the end of all file names uploaded for this final revision. System Example: Vol_I_1_Mgmt_Tech_Approach_Common_FPR.pdf3. Reminder of Proposal Submission Deadline: The due date and time for receipt of all FPR packages in the PIEE Solicitation Module remains Friday, August 14, 2026, at 2:00 PM Central Time.
