Description

The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a delivery order on a sole source basis under Basic Ordering Agreement N0001925G0003 with NORTHROP GRUMMAN SYSTEM CORPORATION (NGSC), 600 Hicks RD, Rolling Meadows IL 60008-1015 for the procurement of Software, Engineering, and the Logistics Support to integrate the AN/APR-39E(V)2 system. This system will function as the Electronic Warfare bus controller for Department of the Navy (DoN) aircraft. This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204 (a)(1) as implemented by Federal Acquisition Regulation (FAR) Overhaul 6.103-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements. NGSC is the sole designer, developer, manufacturer, and integrator of the APR-39 system. Consequently, NGSC is the only known source with the requisite technical data, specialized knowledge, and infrastructure capable of fulfilling this requirement without causing unacceptable delays or duplicating costs. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: This synopsis is published for informational purposes only. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Although a sole-source award is intended, other interested and capable companies may submit a "capability statement." The Government will review these submissions to determine whether a competitive procurement might be feasible. However, the final decision to compete the contract or not remains at the Government's discretion. There are no commitments by the Government to issue any solicitations, make an award, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
