Description

The Naval Information Warfare Systems Command (NAVWAR) in support of the Tactical Data Link (TDL) Program Office (formerly Multifunctional Information Distribution (MIDS) Program Office (MPO)) plans to issue a Full and Open Competitive Request for Proposal (RFP) for the development and procurement of National Security Agency (NSA) certified MIDS Weapons Data Link (WDL) Small Weapons Attritable (SWARMM) Family 3 (SF3) Radios. This contemplated Solicitation is estimated to be released during the fourth quarter of fiscal year (FY) 2026 and the resultant contract will support the development, qualification, certification and delivery of quantity 100 of MIDS WDL SF3 terminals. The Government anticipates issuing a single award contract for a total duration of 24-months inclusive of the base and option(s) periods. The Government previously released a Request for Information (RFI) in August 2025, which can be found under Notice ID MIDS-SWARMM-FAMILY-3 and has been provided as an attachment to this pre-solicitation notice for informational purposes. Based on the analysis of the responses to this RFI, in accordance with FAR Subpart 6.1, the Government determined this requirement would be solicited on the basis of full and open competition. This pre-solicitation notice shall not be construed as a commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this announcement, or any follow-up information requests.
