Description

The Naval Surface Warfare Center Indian Head Division (NSWC IHD) is seeking sources for materials, domestically manufactured (United States), used in the production of Monopropellant. These materials directly support the production of fuel in support of energetics manufacturing and must adhere to the following technical and chemical specifications: Department of Defense Specifications MIL-N-3399 B 2-Nitrodiphenylamine MIL-DTL-82670 Propylene Glycol (1, 2-Propanediol) USP Grade Local Specifications LS-174-115 Propylene Glycol Dinitrate (PGDN) Mixed Acid LS-174-107 Sodium Carbonate (Soda Ash) LS-174-108 Synthetic Spent Acid 325 NSWC IHD intends to award multiple Firm-Fixed Price (FFP) Indefinite-Delivery-Indefinite Quantity (IDIQ) supply type contract(s) to be awarded for each specific chemical with a NAICS Code 325199 and PSC Code 6810. It is intended to be solicited as a 100% Total Small Business Set-Aside. Award is expected to be made in the 3rd quarter of FY27. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. The Request for Proposals (RFP) will be posted electronically on the System for Award Management (SAM) database via the website https://sam.gov/content/home with a projected release of FY27 Q1. Offeror(s) are required to complete their registration in the System for Award Management (SAM) database via the website https://sam.gov/content/home. Failure to register in SAM makes an offeror ineligible for award of Department of War (DoW) contracts. All interested sources shall provide a company brochure or list of capabilities, product literature, organization name, address, a point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, UEI number, and CAGE Code.
