REQUEST FOR INFORMATION (RFI) / MARKET RESEARCH NOTICE: This is a request for information (RFI) for market intelligence and for informational purposes only. This announcement does not constitute a solicitation or a request for proposal (RFP), and no solicitation is currently available. Participation in this RFI is strictly voluntary. The Government will not be obligated to award any agreement or contract because of this RFI, nor will it reimburse respondents for any costs associated with the preparation or submission of information. Submitting a response will not affect a firm s ability to submit a proposal should a formal solicitation be issued in the future. NAICS CODE: 236220 Commercial and Institutional Building Construction 237130 Power and Communication Line and Related Structures Construction SMALL BUSINESS STANDARD: $45,000,000.00 NOTE: While Other Transaction Authority is not subject to FAR based small business regulations, these NAICS codes are provided for market research to help the Government understand the size and demographics of the interested industrial base. PROGRAM/PROJECT OVERVIEW: The 30th Contracting Squadron has multiple infrastructure repair and construction projects planned in Fiscal Year 2027 including heating, ventilation and air conditioning (HVAC) repair, secure facility renovation, medium-high voltage electrical distribution line repair/replacement, airfield lighting repair, fitness track repair/replacement, and road repair/construction, fire alarm and elevator repair/replacement. The Government is evaluating the feasibility of executing these requirements via Progressive Design-Build (PDB) utilizing an Other Transaction (OT) Agreement under the statutory authority of 10 U.S.C. 2808a in conjunction with the United States Space Force (USSF) Construction Commercial Solutions Opening (CSO) at https://sam.gov/workspace/contract/opp/68c3d9f987984f448cd067abaf2950d0/view. Summaries of potential projects being considered for this acquisition strategy are as follows: HVAC Repair: Design and construct the repair and replacement of the HVAC for a multi-tenant office building. Secure Facility Renovation: Design and construction of renovations of a secure facility to meet revised mission requirements Renovation is expected to include wall relocation, electrical, communications, HVAC, and associated finished associated with a facility renovation. Medium-High Voltage Electrical Distribution: Design and construction of the replacement of an aged electrical distribution system ranging from 15kV to 70kV. Airfield Repair: Investigate, design, and construct repairs to various airfield infrastructure to bring it up to current FAA and military airfield code and standards. Outdoor Fitness Track Repair/Replacement: Design and construct repairs to stabilize the soil conditions and repair failing rubberized track surface. Road Repair/Construction: Design and construct road repairs to stabilize subsurface conditions and improve roadways to meet increasing haul capacity and traffic. Fire Suppression and Elevator Repair/Replacement: Design and construct the replacement of a freight elevator for personnel and freight access and the replacement of the existing fire alarm system to include connectivity with the new elevator. What minimum level of detail (e.g., Statement of Need, conceptual site plans, target budget) does your firm require prior to a Phase 1 award (Design/Pre-construction) to feel confident in the project's viability? What collaborative mechanisms (such as joint design charrettes, target-value design workshops, or phased scoping approvals) do you recommend the Government implement in the first 30-90 days to rapidly transition from a "blank page" to a mutually agreed-upon baseline? Q16. Describe your experience executing Progressive Design-Build, Construction Manager at Risk (CMAR), or other highly collaborative delivery methods where designer and builder worked collaboratively with the owner before locking in a Guaranteed Maximum Price (GMP). Q17. Which of the following levels of designs would be the lowest level at which you would feel confident negotiating a GMP? Charrette (basic concept, floor plans, little to no engineering review completed) 35% Design (charrette documentation plus design narrative completed, list of projected codes, UFCs, and disciplines, initial site visit completed by engineering team) 65% Design (35% design documentation plus design analysis including investigation report, explanation of major design decisions, list of specifications, engineering data, environmental surveys) 95% Design (65% design brought to 100% design level except for administrative corrections and engineering stamps) 100% Design (100% complete signed and stamped drawings issued for construction) Feedback on the Acquisition Strategy & Alternatives: Q18. Does the proposed PDB-OTA strategy incentivize your firm to participate? Why or why not? Q19. Are there alternative acquisition strategies, commercial phasing arrangements, or risk-sharing terms that the Government has not considered that would yield a higher quality facility, faster delivery, or lower cost?
