Amendment #1: NAICS Code Changed to 541990 - All Other Professional, Scientific, and Technical Services This Sources Sought Notice is issued solely for market research and planning purposes. This notice does not constitute a solicitation, Request for Quote (RFQ), or Request for Proposal (RFP), and no contract will be awarded based solely on responses to this announcement. The Government is seeking to identify qualified contractors capable of providing non?personal services to conduct National Historic Preservation Act (NHPA) archaeological and architectural surveys. Required services include Phase I archaeological site detection surveys, Phase II archaeological site evaluations, and architectural evaluations, performed in accordance with applicable regulatory standards. The current requirement for these services expires on 28 September, and the follow?on effort will be awarded prior to that date. The planned acquisition will be a Base + four?year requirements contract performed at Fort Campbell, KY. NAICS Information The Government is considering NAICS 712120 (Historical Sites) as the primary NAICS code for this requirement, as it most closely aligns with the scope of work, including archaeological surveys, architectural evaluations, and inventory of historic properties in support of NHPA compliance. NAICS 712120 encompasses activities related to the preservation, documentation, and evaluation of archaeological sites, historic buildings, and culturally significant locations. The Government is also considering NAICS 541990 (All Other Professional, Scientific, and Technical Services) as an alternative NAICS code. This code may apply to firms providing specialized cultural resource management services that do not fall squarely within other NAICS categories. Respondents are encouraged to identify which NAICS code best aligns with their business operations and provide justification if recommending an alternative NAICS code. Small Business Considerations This requirement is currently an 8(a) program effort. To disenroll the requirement from the 8(a) program and transition it to a small business set?aside, the resulting award must be made to a qualifying small business in one of the following categories: HUBZone Small Business Women?Owned Small Business (WOSB) Service?Disabled Veteran?Owned Small Business (SDVOSB) Responses from firms in these categories are especially important to the Government s market research. Interested vendors shall submit a Capability Statement demonstrating their ability to perform the required services.
