Description
The Naval Air Systems Command (NAVAIR) Aerial Targets Program Office (PMA-208), Patuxent River, Maryland, intends to enter into sole source negotiations and subsequently issue a sole source Basic Ordering Agreement (BOA) to Kratos Unmanned Aerial Systems, Inc. (KUAS), Roseville, CA. This effort is estimated to award in the 1st quarter of Fiscal Year 2027 (FY). The ordering period under the BOA is estimated to be completed in the 4th quarter of FY 2031. This effort is for the procurement of supplies and services including: logistics, engineering, technical design, fabrication and training support, test support and analysis, technical data, trade studies and analysis, design and integration support, Cost Improvement Initiatives, Engineering Change Proposals (ECPs), Non-Recurring Engineering (NRE) services, engineering investigations, data analysis, hardware modifications and deliveries, engineering and feasibility studies, support equipment modifications, special tooling and test equipment support, inspection, test and inspection, repair services, spares, flight consumables, logistics support, information assurance/cybersecurity/software related support, and programmatic support. The BQM-177A is a subsonic, recoverable, aerial target system used in support of weapons system test and evaluation and Fleet training. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. KUAS is the sole designer, developer and manufacturer of the BQM-177A SSAT System to include unique mission kits, special tooling, software, and support equipment. KUAS is the only known contractor with the requisite knowledge, maintenance and repair experience, and noncommercial technical data and software rights to meet the Government s requirements for the BQM-177A SSAT system. All responsible sources may submit a capability statement, which will be considered by the agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
